More holidays is equal to less productivity

In Peru, if you are a formal worker, you have the right to 30 days of vacation. In addition, since 2024 in the country there are 16 holidayswith which the days remunerated amount to 46. This, which is applauded by some, can be harmful to the country’s economy.

According to a report published by the Central Reserve Bank (BCR) in 2023, each additional holiday has an impact of 0.04 percentage points on production. Thus, when 12 to 16 non -working days rose, the BCR said that GDP growth would be reduced by 0.16 percentage points in the first year.

The laborist Ricardo Herrera considered that we must also add the non -working days for the public sector, as well as festivities in the interior of the country where productive activities are paralyzed.

“It is almost two months that a worker can paralyze activities a year. In addition, it must be taken into account that this is a benefit that workers who are on the form have, because the informal do not have vacations and some even work in a holiday without being doubled. This should be regulated,” he said.

To begin with, he considered that holidays that occur exclusively in some cities or regions must be corrected for some celebration, and that paralyze production. Subsequently, he said that the results of the impact of each non -working day (without considering the holidays) should be required. Similarly, he indicated that some special dates can be commemorated, without the need to paralyze activities.

Marginal impact

While for some sectors it can be positive to have these free days, the fact that holidays are so followed (only between July and August are five days) generates that the impact is marginal. The Public Policy Manager of the Peruvian Institute of Economics (IPE), Víctor Fuentes, said that although these dates were created to boost tourism, this is not necessarily what is happening.

“It is of no use to have so many holidays if tourism will not take off. The sector has other problems, such as those linked to insecurity, the sale of tickets to Machu Picchu, etc.,” he said.

The problem with these festivities and every non -working day is that personal or business procedures cannot be carried out either. In that sense, Fuentes pointed out that in a country like Peru, where processing and bureaucracy prevail, having these activities of activities does not contribute to doing business.

UNIFICATION

The sectors affected by the number of non -working days are diverse; One of them is that of foreign trade. The president of the Association of Exporters, César Tello, considered that without these dates the growth of shipments, which in 2024 marked record of US $ 74,664 million, would have been greater.

“There are clients who call us and are surprised because casually that day is a holiday. They call to find out about their purchases, but, if it is a holiday, sometimes they cannot be attended,” he said.

The guild representative indicated that as a country, Peru is far from the levels of competitiveness that Chile has, so some changes are needed.

One of Adex’s proposals is to consolidate some holidays. For example, it is proposed to unite on June 7, on July 23 and October 8 in a call call of the Armed Forces, which could be held on July 30. In this way, he would join Patrias.

“With this, people will have three days off and will take advantage of the fact that they also have the gratification of July. This will help to have more productivity and a higher continuous workflow,” he said.

In the hands of Congress

Currently, in the Parliament Labor Commission, there is a popular action project that states that on June 7, July 23, August 6 and December 9, be commemorative and working for both the public and private sector.

Meanwhile, the Constitution Commission has in its hands an initiative of the Ombudsman’s Office to establish the obligation to carry out a technical, economic and social evaluation prior to the approval of non -working holidays and days.
