Minister Alexandre de Moraes (photo), of the Federal Supreme Court (STF), ordered this Friday (18), in Brasília, the suspension of the appointments of five relatives of the governor of Maranhão, Carlos Brandão, to the state government.
The decision establishes the removal of Mariana Braide Brandão Carvalho, coordinator of the Health Department (niece); Melissa Correia Lima de Mesquita Buzar (sister-in-law); Elias Moura Neto, manager of Companhia de Gás do Maranhão (brother-in-law); Ítalo Augusto Reis Carvalho, undersecretary of the Infrastructure Secretariat (husband of a niece of the governor) and Gilberto Lins Neto, director of the Maranhense Port Administration Company (husband of a niece).
The minister’s decision was motivated by an action filed with the STF by the Solidariedade party to overturn the appointments. The party alleged that 14 relatives of the governor were placed in the government illegally, disregarding the Court’s decisions that prevent nepotism in the public service.
Concept
When analyzing the issue, Moraes partially granted the injunction to remove only five relatives who are irregular. In relation to the others mentioned in the process, the minister understood that the appointments are within the law.
In the minister’s understanding, the five relatives were appointed to the second level of government and do not fit the concept of political position, which allows the appointment of relatives.
“The practice of nepotism is unjustifiable in our current reality, it is immoral, it violates the institutional ethics that should govern the powers of the State, as it violates the community’s sense of reasonableness to use public positions to benefit the family and guarantee domestic employability” , stated the minister.
