Minister Alexandre de Moraes, of the Federal Supreme Court (STF), held this Wednesday (5) a hearing with representatives of entities defending Human Rights, in which the mega-operation in Rio de Janeiro that resulted in the death of 121 people on October 28 was discussed. 
The meeting started at 10am and lasted just over two hours. Among the participants was the deputy from the state of Rio, Dani Monteiro (PSOL), who represented the Human Rights Commission of the Legislative Assembly of Rio (Alerj). In the conversation, the institutional responsibilities of different bodies and the preservation of research were discussed.
According to the parliamentarian, the social movements asked for “the guarantee of the functioning of the technical-scientific police”. In response, they obtained a commitment from Moraes that the Federal Police (PF) will act to evaluate the forensic work and autopsy of the bodies.
“The PF, in the words of the minister, will structurally evaluate the operation with specific regard to the case of forensic examination and autopsy”, reported the deputy.

Meeting
Also participating in the meeting were representatives of the National Human Rights Council, Redes da Maré, Conectas, Educafro, Justiça Global, ISER, Mães de Manguinhos and the Unified Black Movement, among other entities that appear as amici curiae (friends of the Court) in the action for non-compliance with fundamental precept 635, known as the Allegation of Non-compliance with Fundamental Precept (ADPF) of the Favelas.
In this action, the Supreme Court established guidelines for carrying out police operations in communities in Rio de Janeiro. For this reason, it is up to the rapporteur to ensure compliance with the decision.
Moraes became temporary rapporteur for this action after the retirement of former minister Luiz Roberto Barroso, at the beginning of October. According to the Supreme Court’s rules, Moraes must remain as rapporteur until a replacement takes over Barroso’s office.
Federal Public Ministry
Another point questioned by the entities, according to the deputy’s report, was the lack of control over police activity by the Federal Public Ministry (MPF). For social movements, the federal body is responsible for carrying out this control, in addition to the Public Ministry of Rio de Janeiro (MPRJ).
“That is our understanding. He, at first, signaled a level of agreement, but said that he will work on the issue with the Attorney General’s Office”, said the parliamentarian.
The hearing with representatives of social movements took place one day after Moraes went to Rio de Janeiro, where he participated in separate meetings with governor Cláudio Castro and mayor Eduardo Paes, among other authorities. The minister demanded clarification about the operation.
