The Comptroller General’s Office detected deficiencies and economic losses caused by the construction of embankment retaining walls that support the boulevard (stone walkway) that leads to the Cerro Baúl archaeological site and that is part of the work to improve and create public tourist services for 23 ′461,446, executed under direct administration by the District Municipality of Torata.

According to Report No. 009-2022-2-2362, it was evidenced that there was no technical support and that it failed to comply with the regulations. They detected that the stone walkway presents cracks and subsidence that endanger the integrity of tourists who visit vestiges of the Wari and Tiahuanaco cultures in the Torata district.
There were no engineering studies
Those who were in charge of the work modified the initial design that established the placement of “reinforced soil walls” by “walls with semi-fractured angular stone”, without considering the installation of a drainage system. The justification for this change was “calculations and empirical knowledge” but no engineering studies were carried out.

The control report found alleged civil liability in the resident engineer and construction inspector, as well as economic damage of S/ 134,288. The district mayor of Torata was informed to order the initiation of civil legal actions against those responsible in order to recover the economic damage detected in said entity.
The Cerro Baúl archaeological site is one of the most representative tourist attractions of the Moquegua region, since on its top and slopes are the ruins of temples, patios, houses, chicherías and tombs of the Wari and Tiahuanaco cultures, which coexisted peacefully in Torata.
