The secondary reform was approved on December 13 by the Senate and sent to the Chamber of Deputies, so it is expected to be discussed and endorsed in the commissions and in the plenary session of San Lázaro in February.
The reform generated controversy among several sectors such as the General Workers’ Association, which expressed its disagreement with this reform to the Infonavit Law, considering that its savings were put at risk; Furthermore, in December they announced mobilizations to stop it. They criticized that the workers had not been consulted and requested that there be an Open Parliament.
“The truth is that we began to have information about what the terms of the initiative were and we noticed that it came more in the sense of modifying its structure, the design of its control bodies and that causes us concern,” said Francisco Hernández Juárez. , of the National Union of Workers.
Meanwhile, industrial chambers pointed out that this modification generates opacity and seasonality in the use of workers’ resources.
“(The reform) was surprising due to the administration and governance of the institute itself. We were waiting for the reforms in relation to the construction company and the leasing part of Infonavit. We did not expect these abrupt changes,” commented Alberto Moreno, president of the National Chamber of the Housing Development and Promotion Industry (Canadevi).
What is the reform about?
On December 12, the federal president presented to the Senate an initiative to reform the Infonavit Law, which modifies 38 articles to convert this Institute into a home builder and landlord.
The changes are aligned with one of Claudia Sheinbaum’s campaign promises, which is to build 2.8 million homes in 2025.
Among the main modifications proposed by this reform – which has already been approved by the Senate and is now in the Chamber of Deputy – is that Infonavit has the resources it manages, which are more than 2 billion pesos, in addition to creating a subsidiary company for the construction, acquisition and maintenance of homes.
In relation to social leasing, the modification establishes that the monthly payment will not exceed 30% of the workers’ salary so that they can acquire the homes they rent.
This reform also proposes greater control by the federal government by modifying the integration of Infonavit’s internal bodies. For example, the general assembly would be made up of 30 members and not 45 as it currently is, of which 10 would be representatives of the federal government and the other 20 of workers and companies.
It is also expected that the Board of Directors, the Surveillance Commission, the Audit Committee and the Transparency Committee will increase the number of representatives of the government and decrease that of the workers and the business sector.
