One of the biggest ailments that the country has had, with regard to the management of its finances, is the power of income generated by tax collection, since although a good amount of the resources that the country uses each year depend on this State to promote important social projects and works, It has become normal that the goals set on this front are not met.

To solve this problem, for some time now a process of modernization of the entity in charge of collection, the National Tax and Customs Directorate (Dian), has been carried out, both at a technological and personnel level. However, this week begins with an alert from the Attorney General’s Office that says that things are not going as they should and that there are “serious flaws.”

Through a statement, the Public Ministry maintained that despite the warnings made months ago to speed up the modernization of computer systems, the entity continues to present problems and to date this renewal continues with a significant delay.

“The outlook darkens for the tax entity with the low execution of a loan for US$250 million dollars, granted by the Inter-American Development Bank -IDB-, and that after 4 years of signing It barely reflects a progress of 37.7% in compliance with the activities of the components of the Modernization Support Program,” he stated.

For the Attorney General’s Office, these delays, beyond the administrative issue, must be reviewed urgently, since the efficiency, effectiveness and use of the resources that the Dian has for, among other things, the care of Colombians is at stake. .

“This situation has brought serious inconveniences, not only to the entity but also to users, who have complained about the frequent unavailability of the different technological platforms that the entity has, causing serious effects on compliance with tax obligations by the citizenship and other obligated subjects,” they noted in the statement.

The control entity also explained that the aforementioned mishaps and others related to tax activity have been the subject of discussion and analysis in several work tables in which it has been made clear to Dian officials that the delay in the execution of the plan of technological modernization, is not something that can be taken lightly.

He even says that a schedule of activities and dates was established for follow up on its compliance, taking into account that the modernization plan would run until 2028, subject to the approval of the extension of the IDB loan, which is highly relevant because “the entity’s technological platforms are obsolete and inefficient and do not “They provide adequate guarantees to care for citizens.”

“Thus, the control entity, after evidencing possible deficiencies in the planning of some of the activities inherent to the execution of the Credit Contract with the IDB by the Autonomous Patrimony Fondo Dian para Colombia (FDC), such as those related to the implementation of a new computer system, warns of the materialization of risks associated with the generation of additional costs for the Nation and the failure to meet the goals for the technological modernization of the tax entity,” they concluded.

It should be noted that the tax authority has also been carrying out a process of expanding its staff, a process that, as reported a few months ago, It is advancing without setbacks, despite the legal obstacles that have arisen.

In mid-September, the Dian reported that it is advancing in the final stages of the 2497 Merits Contest of 2022, which offered a total of 4,700 jobs, advancing the respective tiebreakers of those eligible who have the same score, city selection hearings in conjunction with the National Civil Service Commission and induction course.

Regarding the specific status of hiring, they reported that of the 4,700 jobs summoned, 1,577 appointments have been made during the trial period, while 2,612 are in the stages prior to appointment, of which, 996 are in a repeat hearing for selection of positions by judicial order of guardianship and 71 vacancies are vacant. On the other hand, lists of eligible candidates have not been issued for 384 appointments similarly affected by judicial pronouncements.

“An external factor that has impacted the provision process is the presentation of 1,077 guardianships that have affected the provision of 1,806 vacancies during the process, altering the planned schedule both in the issuance of lists of eligible candidates and in the times for holding the hearings. , other stages prior to the appointments and possession of those eligible,” they warned.

It is expected that, if there are no setbacks, next year the hiring of personnel will be completely overcome and the collection strengthening plan can be launched.
