He Ministry of HousingHabitat and Buildings (Mived) published the Terms and Conditions Specific MIVHED-HAB-GU-004-2025, corresponding to the fourth call for the authorization, accreditation and registration of Urban Managers in the Dominican Republic, a document that establishes the procedure, requirements and official schedule of the process.
The call It is aimed at professionals who aspire to practice as Urban Managerstechnical figure contemplated in the current regulatory framework for the processing and management of licenses, permits and processes linked to the urban development and construction in the country.
This procedure is aimed at natural persons who are civil engineers, architects or law graduates, duly registered in the Dominican College of EngineersArchitects and Surveyors (Codia) or at the Bar Association of the Dominican Republic (CARD), as appropriate.
In tourism projects
For the purposes of this callare considered as tourism projects of large scale those that, due to their investment volume, territorial extension, integration of multiple land use typologies and technical complexity, present characteristics such as: the predominant activity is carried out in coastal-marine terrain and corresponds to the use of free time, such as leisure, contemplation, enjoyment of natural, cultural and recreational landscapes, or the use of tourist infrastructure.
Also that they have self supply deprived of basic services, such as drinking water, electricity and sanitation, that exceed two hundred (200) housing units or hotel rooms and that represent a top investment to five hundred million Dominican pesos (RD$ 500,000,000.00).
Other requirements are that they generate a economic impactenvironmental and social considerable in the territory, are located within resorts consolidated or under comprehensive management schemes large scaleconsolidated with provisions and internal regulations previously established.
Let them develop in urbanized land taking into account the characteristics, vocation and dispositions contemplated in the Law No. 368-22 and in the corresponding territorial planning plan, which are located in tourist centers officially declared by the Ministry of Tourism (Mitur).

In accordance with the established procedure, the delivery of the files with the required documents will take place on Thursday, January 8, 2026, from 9:00 in the morning to 4:00 in the afternoon, in the meeting room located on the second level of Building 2B of Mived, at 16 Eduardo Jenner Street, La Esperilla sector, National District.
The document specifies that the reception of the files will be carried out in the presence of a notary publicas part of the formal guarantees of the process of assessment and verification of the documentation presented by the applicants.
According to the official schedule, the error notification or omissions that must be corrected will be carried out on Friday January 9, 2026allowing participants to learn about administrative or documentary observations detected during the initial review.
The deadline for submitting the corrected documents It was set for Friday. January 16, 2026according to the established deadlines in the procedure MIVHED-HAB-GU-004-2025.
The process will continue with the publication of the list of participants pre-qualified, scheduled for Tuesday January 20, 2026stage in which it will be reported which applicants meet the requirements to advance to the technical evaluations.
Subsequently, on Thursday, January 22, 2026, the induction to the written test for pre-qualified participants, an activity that will take place in virtual modeas indicated in the specifications.
The assessment written and interview pre-qualified participants are scheduled for Tuesday January 27, 2026as part of the process of assessing the technical skills and knowledge required for qualification.
Finally, the publication and notification of qualified professionals will take place on Thursday January 29, 2026while the swearing-in ceremony, as well as the accreditation and signing of the sworn declaration of services, will remain pending scheduling, in accordance with the provisions of the document.
