Miscovered more than half a million: the trial of two housing officials in Matanzas

Arequipa, Peru – The Popular Provincial Court of Matanzas sentenced two Cuban citizens who were director and investor of the Municipal Housing Directorate in Cárdenas last Thursday, for falsifying documents and embezzling more than half a million pesos.

According to the state newspaper Girónthe defendant A (former director), made a contract with a self -employed (TCP), for the rehabilitation of multifamily buildings and cities, ignoring the unit’s contracting committee and without prior tender.

This official did not specify the work object, the person in charge of supply, the representatives of the provider and the client, the guarantee terms, the execution schedule, the relationship of persons authorized by the provider and the client to sign the minutes of compliance and acceptance and the materials.

The agreement allegedly assigned to the TCP the repair of the multifamily building located in the cast March 13, popularly known as “the transport building” and that had severe structural damage.

The defendant B (former investor) was the one who had to verify the quality of execution of the rehabilitation work, but, missing his responsibilities did not demand the work file, nor went to the place to verify the quality and status of Constructive actions that they should be executed, despite which he certified.

Both women accepted the invoice issued by the TCP for an amount of 531.486, assuming that the certified works coincided with those executed, when in reality they were never made and therefore, the aforementioned sum of money was paid.

Currently, the report clarifies, the property continues in the same state of deterioration as no constructive action was executed.

For all the above, the Court decided to sanction the former director as the author of the crime of embezzlement with five years deprivation of libertyand the former investor as a participant with four years of deprivation of liberty, and as an alternative, correctional work without internment.

Likewise, the accused were forbidden to exercise any profession, position or trade that takes the administration, care or availability of material and financial resources.

The relatives of the two former officials reposed to the Municipal Housing Directorate in Cárdenas the total sum of the fraud amount.
