Ministry of Justice and Febraban launch alliance against digital fraud

With the promise of enhancing partnership with the Federal Police and centralizing the channels of denunciation of financial blow victims, the Ministry of Justice and Public Security and the Brazilian Federation of Banks (Febraban) launched on Tuesday (18) the National Alliance on Tuesday (18) to combat bank and digital fraud. As a result of a technical agreement signed in August last year between the ministry and Febraban, the alliance had the creation discussed since September 2024 by a working group coordinated by the folder’s Digital Rights Secretariat. A Management Committee formed by the Ministry of Justice and the Federation will define guidelines for the alliance. Bimonthly discussion forums will discuss the actions and accompany the evolution of the proposed initiatives.

Finally, three thematic groups will draw strategies for the chosen actions. Each group corresponds to a priority theme defined by the working group. The first intends to develop good prevention, detection and responses, through awareness campaigns and investment in improving identification of identity for the electronic opening of accounts.

The second group will seek to improve criteria and protocols for sharing and data processing. The group aims to improve the Tentacles platform, created by Febraban and the Federal Police in 2018 and which resulted in 200 operations, 445 search and seizure warrants and 85 arrests.

The third group will address victims’ service and the training of agents. Among the measures in elaboration are the centralization of denunciation channels and the creation of protocols to attend cyber crimes in police stations.

According to the Ministry of Justice, 36% of Brazilians were victims of blows or scam attempts in February 2024, with people over 60 being more vulnerable. The most recurring crimes are cloning or exchange of bank cards (44%), scam of the false card center (32%) and money requests for alleged known on WhatsApp (31%).

Initiative

Emphasizing the need for collaboration between public and private sectors, Minister of Justice and Public Security, Ricardo Lewandowski, said intelligence and technical training represent the best way to combat digital crimes.

“The most efficient response to the crime we demean is the one with intelligence, technical capacity and implementation of prevention, detection and finally repression measures. The alliance synthesizes these goals and meets a demand from society that is to build a safer and more reliable virtual environment, in which impunity ceases to reign, ”he said.

Epidemic

FEBRABAN President Isaac Sidney compared the increase in Internet crimes to an epidemic and stressed the need for articulation between the various sectors of society. Although it is coordinated by the Ministry of Justice and Febraban, the alliance has the participation of representatives of entities from other sectors, such as information technology, telecommunications and retail industry.

“Several segments of the private sector are represented, such as the banking sector, the financial sector, the payment industry, the technology industry, telephone, retail. The public power, with its regulatory fronts, the public safety forces. This shows not only a alliance not only plural, not only diverse, but also multifaceted because it is a crime that we need to face this way, ”he said.

In addition to the joint platform with the Federal Police, the president of Febraban has highlighted initiatives of the entity to combat digital crime in recent years, as a joint cibernet security laboratory of banks. Since 2020, the laboratory trains bank agents, provides intelligence training, simulations and standardizes hiring suppliers.

In 2023, said Isaac Sidney, Febraban set up a repression group with 21 institutions from various sectors of society that resulted in 2,500 arrests in joint actions with the government. In prevention, the president of Febraban mentioned the realization of awareness campaigns near commemorative dates, when the attempts of blows increase.
