A history of importance
The technical committee also found that Armor Life Lab did not specify the exact weight of the bulletproof vests and declared the composition of the covers in a generic way, when the bases demanded absolute precision.
Despite these deficiencies, the OGAF gave the good pro to the Mexican company Armor Life Lab.
In addition, during the selection process, a serious history of Armor Life Lab was detected.
On August 28, 2019, the First Chamber of the State Hiring Court sanctioned the Caddin company for 40 monthsRepresentative in Peru of Armor Life Lab for presenting false documentation before the Interior Ministry. That is, until 2023.
Caddin proposed the bulletproof vests of the Mexican Armor Life Lab.
“Sanction the Caddin company for 40 months of temporary disqualification to participate in selection procedures and hire the State for the commission of infractions consisting of presenting adulterated, false and inaccurate content,” says the resolution.

On October 2, 2017, the General Office of Administration and Finance (OGAF) granted the good Pro to the Caddin company for the supply of four thousand bulletproof vests Level III-A and Grilletes for the National Police, for an amount of S/5.4 million
Caddin proved that the bulletproof vests had certification of the SGS laboratory of Mexico (Societe Generale de Surveillance), a renowned leading entity in inspection, certification, evidence and verification. On October 26, 2017, the OGAF signed a contract with Caddin.
However, on July 13, 2018, the Contracting Court opened administrative investigation against CADDIN when it was verified that the ‘impermeability and hermeticity’ certification issued by the SGS Laboratory of Mexico was false.
In his defense, Caddin denied the accusations and pointed to the Mexican company Armor Life Lab as the manufacturer that delivered said document for public tender before the OGAF.
On the other hand, SGS of Mexico clarified that the test test was requested by Armor Life Lab and not by Caddin, warning that the Document in question was not the original.
The general manager of Caddin, Alfonso Paredes Guerra, confirmed to the court that Armor Life Lab sent a letter recognizing that the certification tests do not correspond to the lot of the antibala vests and that it was an error of the company.
Faced with this situation, Alfonso Paredes denounced Love Life before the 20th Provincial Prosecutor of Lima for the crime of ideological falsehood.
“Everything is reviewable”
“Caddin acted in good faith, we are a serious and professional company certified by ISO E Ninj. Armor Life Lab was the one that admired the document and has admitted it with a notarially legalized letter and consularly,” said Alfonso Paredes.
On the other hand, sources from the Minister of the Interior, told this newspaper that They requested the intervention of the Comptroller General of the Republic, to clarify the situation of Armor Life Lab.
“The process still does not conclude. A good pro can be given, but everything is revisable,” said the sources.
