The Ministry of Housing, Construction and Sanitation (MVCS) modified the conditions and requirements for admission and technical evaluation of requests for financing of sanitation projects, with which the sector will prioritize investments that contribute to closing gaps in coverage and quality of sanitation services.
According to Ministerial Resolution 358-2021-HOUSING, published in the official newspaper El Peruano, regional governments, municipalities and companies that provide sanitation services (EPS) may request financing for sanitation projects directly from the MVCS.
This rule seeks that the MVCS programs evaluate a greater number of requests to the admissibility and technical evaluation processes, among others, eliminating duplication of functions, addressing the problem of paralyzed works and ordering investments in order to benefit the population without access to sanitation services.

This new norm replaces Ministerial Resolution 155-2017-HOUSING, which established the admissibility requirements and evaluation criteria to prioritize the allocation of resources to investments in the sanitation sector.
The conditions and requirements established in the standard are aligned with the National Sanitation Policy, the National Sanitation Plan, as well as sector and investment regulations.
The MVCS will also modify Ministerial Resolution 013-2020-HOUSING, within a maximum period of ninety business days, in order to improve the prioritization criteria of the investment portfolio for its application at the three levels of government, within the framework of the System. National Multiannual Programming and Investment Management and in accordance with the provisions of Ministerial Resolution 358-2021-HOUSING.
