Ministry of Defense takes action to repair helicopters

The case of Millennium Veladi Corp (MVC) and its repair service for three Russian helicopters in the Army is becoming increasingly complicated. Last Sunday, the journalistic program Panorama revealed that the MVC office in Panama does not exist, which has generated a convulsion in the Ministry of Defense.

But it is not just the issue of the nonexistence of the physical office, this could even be anecdotal. What is worrying is that a fifth addendum from the Army Aeronautical Maintenance Center (CEMAE) has allowed MVC to extend the completion period to repair the helicopters until December 30, 2024, when they were initially due to be delivered. , on August 13.

We are not talking about minor amounts: the contract between MVC and the Army amounts to US$20.3 million.

ENTER THE MINDEF

The Institutional Control Body (OCI) of the Ministry of Defense informed the head of the portfolio, Walter Astudillo, that a control visit would be made to the CEMAE, the place where the repair of military helicopters is being carried out, since MVC does not have with its own workshop in the country.

On November 4, OCI sent a questionnaire to the head of CEMAE, General Aldo Domínguez, giving him a period of two business days to report on the progress of maintenance and repair of the units.

MILENIUM SENDS LETTER

On November 6, MVC sent a second notarized letter to Perú21, requesting the cessation of publications of the reported case. In the document they indicate that they signed an addendum to postpone the delivery of the aerial vehicles until October 30. But it is striking that by the day the letter arrived, the new addendum was already known, the date of which is extended to December 30.

The letter is signed by Mr. Alexander Reyes Olivos. The person in question requests “immediate cessation of all false and slanderous accusations.” However, Mr. Olivos should know that the contract and the signed addendums have already caused the head of CEMAE, General Domínguez, to be sanctioned by the Army with an arrest warrant.

This newspaper reiterates the invitation to Mr. Reyes Olivos for an interview in Peru21. Failure to meet delivery deadlines for repaired ships affects the air logistics system.
