Public managers across the country have at their disposal a tool that unifies products, processes and services considered innovative. The Special Secretariat for Productivity and Competitiveness (Sepec) of the Ministry of Economy launched, this Monday (21), the Public Procurement Platform for Innovation (CPIN).
Built over six months, the platform was set up in partnership with the Federal Court of Auditors (TCU), the Brazilian Agency for Industrial Development (ABDI) and the Tellus Institute, an organization that provides consultancy for innovations in the public service. With free access and available to the public, the tool also had the collaboration of local government entities, third sector organizations and market agents.
According to the Ministry of Economy, public purchases of innovation, mainly services produced by startups (innovative technology companies), will bring double benefit. First, they will allow the solution of problems and social needs with unprecedented solutions. Second, they will boost demand for goods and services with greater technological content in the country.
A differential of the new platform in relation to federal government procurement systems, such as the Single Purchase Portal, is that the acquisition of technology involves risks. In this way, CPIN will work based on risk management content and the notion of purchase planning. In addition to providing guidance on the Legal Framework for Startups, the tool helps the public manager to define the problem before proposing a solution.
Functionalities
The CPIN has as its central element the Journey of Public Hiring for Innovation, a visual scheme organized in stages that reflects the steps that the public agent needs to follow to carry out a hiring process for innovation. It consists of two tracks: the “Planning Track” and the “Instrument Track”.
The Planning Trail covers the steps common to all types of public procurement. It starts from mapping the problem to defining the contracting instrument, helping the user to strategically plan their public contracts, with content and materials related to the theme of each planning stage.
The Instrument Trail helps the public manager to define the most appropriate contracting instrument to purchase the innovative solution. To help with the task, the platform features a quiz (type of questionnaire) about the hiring instruments, which aims to test the user’s knowledge, and an analysis matrix, a visual scheme with all the available options. The two resources allow the manager to relate the solution sought to the most appropriate hiring method.
The CPIN also presents a virtual library, through which the user can access links and documents in different formats, including those uploaded in the steps of the platform tracks. The content will be publicly available and can be accessed through search filters. For 2023, the development of new functionalities is foreseen, such as the interaction between buyers of innovative solutions and the follow-up of specific cases.
