The federal government formalized, this Tuesday (17), in Brasília, five technical cooperation agreements within the scope of the Governance and Modernization Program for State Companies (Inova)
The documents were signed between the Ministry of Management and Innovation in Public Services and the following ministries and companies:
Ministry of Mines and Energy: Brazilian Energy Participation Company (ENBPar), Indústrias Nucleares do Brasil (INB), Eletronuclear and Nuclebrás Equipamentos Pesados SA (Nuclep);
Ministry of Communications: Telecomunicações Brasileiras SA (Telebrás);
Ministry of Science, Technology and Innovations: National Center for Advanced Electronic Technology (Ceitec);
Ministry of Defense: Brazilian War Material Industry (Imbel);
And the Ministry of Agrarian Development: National Bank for Economic and Social Development (BNDES), Companhia de Entrepostos e Armazéns Gerais de São Paulo (Ceagesp), Companhia de Armazéns e Silos de Minas Gerais (Ceasaminas) and Companhia Nacional de Abastecimento (Conab) .
Situation of state-owned companies
At the ceremony, the Minister of Management and Innovation in Public Services, Esther Dweck (photo), said that the signing of the documents took place after a series of meetings with President Luiz Inácio Lula da Silva to discuss the situation of Brazilian state-owned companies.
“We have something very representative here,” he stated, citing the partnership with other government sectors. “What we want is to strengthen this coordination”, he emphasized.
In a statement, the Ministry of Management and Innovation in Public Services assessed that the agreements reinforce the governance and modernization of state-owned companies.
“The signing of the agreements is a significant step towards implementing the guidelines of Decree No. 12,303, of December 9, 2024, which establishes the Inova Program, with the objective of modernizing and strengthening the governance of state-owned companies and the Union’s shareholdings. ”, he added.

Coordinated by the Ministry of Management and Innovation in Public Services, Inova aims to strengthen the governance of state-owned companies, focusing on training, modernization and strategic alignment.
Inova modernizes the management and administration instruments of state-owned companies, in addition to promoting the inclusion of diversity and transparency policies, with emphasis on improving the governance and competitiveness of these companies.
“Modernization measures will also contribute to strengthening national sovereignty, sustainable development and reducing social and regional inequalities, in line with Brazil’s strategic development objectives”, concluded the ministry.
