Minister Santiváñez on Harvey Colchado’s retirement: "Has many years in the degree"

The minister Juan José Santiváñez spoke this Thursday about the retirement of 700 police officers, among whom is the colonel Harvey Colchado.

Santiváñez indicated that his retirement does not depend on him. However, he considered that the former head of Diviac “has been in the rank for many years”, which would imply dismissing him from his duties.

“One of the reasons for retirement is, for example, that an officer has been in the rank for more than four years. From the fifth or sixth year onwards they can apply for a promotion, but if they are not promoted, logically they do not have a vacancy and they have to give opportunity to upcoming promotions. […] I understand that Colonel Colchado, as well as other officers, has been in the rank for many years, I think he has about 10 years,” he told Canal N.

The head of the Mininter reiterated that the retirement of police personnel does not depend on his portfolio or on President Dina Boluarte, whose home was raided by Colchado during a tax investigation. According to their version, the retirement passes are prepared by the Special Commission of the National Police (PNP).

Santiváñez stated that security efforts for the marches called for APEC 2024 have been worked on for weeks together with unions. However, he noted that there have been “infiltrators” in the demonstrations.

“At the Cotabambas police station, a group of young people who had shields, stone throwers, and homemade weapons were detained,” he announced.

When asked about the possibility of the driver of the ‘box’ or even the president attending the Congressional Oversight Commission, the minister said that they seek to “respect the protocols.”

“With respect to the PNP troops, we intend to respect the protocols. When the requests have been sent, some of them have been sent at the wrong time or the protocol of requesting the ministerial office has not been followed. When we receive the invitations, they are always evaluated by the legal advisory part and in this way the issue of the commission is responded to,” he explained.
