Minister of Tourism guarantees accessible hosting for COP30 in Belém

Amidst reports of discharge prices in Belém during the 30th United Nations Conference on 2025 Climate Change (COP30), the Ministry of Tourism conducts a series of inspections in infrastructure works and the hotel network of the capital of Pará.Minister of Tourism guarantees accessible hosting for COP30 in Belém

For the head of the portfolio, Minister Celso Sabino, the argument that the prices charged in the capital of Pará are impractical is being “mitigated and absolutely overcome”.

In an interview with Brazil agencySabino pointed out that the federal government is investing more than $ 4 billion in works in the city due to the event.

“It will leave a great legacy for the people of Pará, especially for the metropolitan region of Belém.”

In addition to large hotels, they are part of the list, according to him, the City Park and Porto on Outeiro Island, where the ships that will serve as accommodation for various delegations will be moved.

“We have thousands of beds that will be ready now in August. Some have not even started to be made available. The Brazilian government is acting strongly so that there are no arguments – including that there are no beds and that prices are exorbitant.

“In addition, there will be subsidized prices for delegations from countries with little purchasing power,” he added.

Asked about suggestions made by delegations, including the withdrawal of some work sessions from the city of Belém, keeping only the leadership summit in the capital of Pará, Sabino replied that the government has worked so that there is no hindrance to hold the conference.

“We are working so that there is no argument so that COP is divided or does not happen in the city of Belém. I can assure you that we have lodging and we have fair prices.”

“During the COP in Sharm Elheikh, there were delegations that did not want to go to Egypt. During the COP in Dubai, there were delegations that did not want to go to Dubai. Those who bet against the forest cop, the Cop de Belém, will lose.”

Check out the main excerpts of the interview below.

Agência Brasil: How are the preparations for COP30 at this time?
Celso Sabino: The works we are doing, which we combine with the UN and all involved, are being fulfilled. All deadlines are being met. The works are up to date. I am here personally in the city of Belém. Even now, visiting some infrastructure works in the city.
Hosting works, hotels that are being expanded or built with the support of the Federal Government, with funding by the General Tourism Fund (FUNGETUR). I can guarantee that these lodging means will even be ready well before COP, already to Círio de Nazaré, which takes place on October 12th.

Agência Brasil: You have been in Belém since last Thursday. How do you evaluate that the city is preparing for COP30?
Celso Sabino: We have works in the four corners of the city. Works of sanitary infrastructure, road, construction of beautiful living areas, such as Parque da Cidade, in partnership with the State Government of Pará. We have a large number of hotels being expanded, others being built. The city is preparing to make the biggest and best COP in UN history.

Agência Brasil: And how is the federal government contributing to the city for this to happen?
Celso Sabino
: The city of Belém is becoming another city. From the decision to make COP in the city, the federal government is investing more than $ 4 billion in works that are only happening in the city due to the event. It will leave a great legacy for the people of Pará, especially for the metropolitan region of Belém.
In addition to large hotels – we have hotels being built of six stars – we have the City Park, Porto on Outeiro Island, which will house the ships that will serve as accommodation for many delegations, where R $ 180 million is being invested, plus R $ 400 million in the new airport, which should be opened now on August 29.

Agência Brasil: What is the agenda of the Lord in Belém? Does it include hotels surveys and other accommodations for COP30?
Celso Sabino
: That’s exactly that. My schedule here are visits to infrastructure works and hotels that are receiving support from the federal government through funds, assignment of areas. I’ve visited three hotels this afternoon and I must follow this agenda today. President Lula has been emphatic with all his ministers so that there is no shortage of support and so that there is no argument so that Bethlehem is uncharacterized. So that there is no obstacle to the realization of this COP.
We are working so that there is no argument so that COP is divided or not happening in the city of Belém. I can assure you that we have lodging and we have fair prices. I visited several high -level hotels, with prices of $ 2,000, $ 3,000, the daily.

Agência Brasil: How do these surveys work? Can you detail a little better?
Celso Sabino
: I have visited the works with representatives of the private initiative who owners of the enterprises, as well as the engineers responsible for the works. Even though it is Saturday afternoon, there are workers working, there is material reaching the works and they are in full swing.

Agência Brasil: Specifically dealing with the price of accommodation, there are delegations from low -income countries questioning, with the UN, prices that would be impractical. There are still high -income countries that already think of reducing delegations to be sent to Brazil. They all ask for a resolution for this problem. What resolution would this be?
Celso Sabino
: This argument is being mitigated. It is being absolutely overcome, in fact. The Brazilian government has acted that two large ships were landed on the island of Outeiro, which is about 20 or 30 minutes, in an express line that we are building in the BRT, to take these people hosted to the center, where the COP will be held.
We have thousands of beds that will be ready now in August – some have not even started available. The Brazilian government is acting strongly so that there is no argument, including this one that there are no beds, that prices are exorbitant.
Of course, like any major event in the world, some COPs prior to this had accommodation problems, with very expensive prices, language difficulty, application drivers that did not even speak English. Belém won’t have that. It will be a great COP. There will be no hosting problems.
We sometimes see some people, I don’t know if by ignorance or bad intention, pinching specific cases of absurd prices, but do not show other prices, which are regular. This happens in all countries of the world, in all cities in the world. Brazil is a country that lives a free economy. The government cannot directly interfere with the economy. What we can do is what we are doing and is working.

Agência Brasil: Some delegations even suggested the withdrawal of work sessions from the city of Belém, keeping only the leader summit in the capital and the other discussions outside it. Would that be an option?
Celso Sabino
: During COP in Sharm Elheikh, there were delegations that did not want to go to Egypt. During the COP in Dubai, there were delegations that did not want to go to Dubai. Those who bet against the Forest COP, the Belém COP, will lose.

Agência Brasil: Does notifications made by the National Secretariat of Consumer Rights (Senacon) to the hotel chain in Belém in June have any effect?
Celso Sabino
: Yes. The Ministry of Tourism and the Ministry of Justice and Public Security had several meetings with the hotel sector in the city of Belém and is working. We even got a percentage of beds at prices below what are already being practiced. In addition, in the ships that the Brazilian government is managing to bring to the city of Belém, there will be subsidized prices for delegations from countries with little purchasing power.

Agência Brasil: About the platform Which was made available by the government and brings together hotels and other accommodations available in Belém during COP30, there are reports that it would not be working. Is there any kind of instability?
Celso Sabino
: We are adjusting so that it works very efficiently and so that from anywhere on the planet, people can access this platform, having access to available hotels and available beds.
