Until a little over two weeks ago, the retired PNP general, Guillermo Arteta, held the position of director of Citizen Security of the Municipality of San Juan de Lurigancho. Today, he has been appointed by the Minister of the Interior, Vicente Romero, as director of Citizen Security of the Vice Ministry of Public Security. He has also been police chief of North Lima and La Libertad.
“appoint the lord Eduardo Guillermo Arteta Izarnotegui in the position of Director of the Directorate for the Execution of Citizen Security Policies of the General Directorate of Citizen Security of the Vice-ministerial Office of Public Security of the Ministry of the Interior”, states the ministerial resolution signed by the Minister of the Interior, Vicente Romero, which has been published today in the newspaper El Peruano.
On February 7, the Municipality of San Juan de Lurigancho published a resolution terminating the duties of Guillermo Arteta in the position of Director of Citizen Security, a position he had held since January 29, 2020.

Arteta, since his retirement, has been close to the Alianza Para el Progreso (APP) party. In 2014, he was a candidate for mayor of Lima for said political organization led by César Acuña. And, in 2020, the retired Police general renounced his intention to run for Congress, with that group, because Omar Chehade, who was involved in the Cachiche Witches incident, was included on the list.
In October 2011, two months after the start of the Ollanta Humala government, the Las Brujas de Cachiche case broke out, an incident of alleged influence peddling that caused Chehade to resign from his position as vice president. This fact also caused the name of the retired general of the PNP, Guillermo Artetawas made known by the media.
According to IDL Reporters, in the Cachiche Witches incident, Miguel Chehade, brother of then-Vice President Omar Chehade, asked Arteta to help him coordinate an eviction operation in Andahuasi, north of Lima. Arteta later indicated that he rejected that offer.
