The Minister of the Environment, Modesto Montoyaruled on the referendum proposal to consult the citizens whether or not they agree with a new Constitution for the country and assured that it is not an imposition by the President of the Republic, peter castle.
“President Pedro Castillo is not imposing anything, he is simply proposing an interesting debate to Congressand Congress, which is the representation of the people, will decide”, he declared to TV Peru.
In this sense, Montoya indicated that the bill announced by the head of state is “a very clever way” to raise important issues for the country and put them in national debate.

“The consequences that we are experiencing now, of poverty, violence, citizen insecurity, pollution (…) As Minister of the Environment I have confirmed that Peru is semi-devastated. Mines that have abandoned environmental liabilities, communities that are drinking toxic water, all of this is a product of the Constitution that we are living”, he stated.
Last Friday, April 22, the president peter castle announced that he will present a bill to Congress so that in the 2022 Regional and Municipal Elections a referendum is consulted to determine whether or not the country agrees with a new Constitution.
“I must announce that we are going to send a bill to the Congress of the Republic, following the constitutional course, so that in these upcoming municipal and regional elections the Congress approves this bill so that through a certificate the Peruvian people can be consulted whether or not they agree with a new Constitution”, he expressed from Cusco.
