the minister of Energy and Mines, Eduardo González Toro, assured that Samir Abudayeh’s company won again the bidding for the purchase of biodiesel in Petroperú because there is a free market and there is no impediment for it to participate in this process.
“Yes, there is a pending contract. They have made a last contest and the company has also won it. It is still pending but the first contest was canceled and the second was won again by the company because there is freedom, we are in a free market and anyone can participate as long as they are not banned”, said the minister at a press conference on Thursday.
On January 11, the company Heaven Petroleum Operators (HPO) once again won the tender for the purchase of B100 biodiesel in a process in which it competed with other bidders such as Repsol Trading SA and Trafigura Pte. Ltd.
HPO, Samir Abudayeh’s company, won this second contest in which Petroperú assured that a notary public was present, an aspect that was the cause of the cancellation of the tender that the firm won in October 2021, after the businessman met with Pedro Castillo at the Government Palace.
“There are some contracts that have been observed that have been observed by Petroperú […] Petroperú acts as a private company, therefore, the Comptroller’s Office can intervene to the extent that we manage the board of directors, but we are not the manager. This is a problem that is under investigation.”, specified Minister González Toro.
The head of the Ministry of Energy and Mines also commented on the possibility of renegotiating contracts in his sector and stated that the situation is difficult to achieve this type of process.
“Sometimes renegotiating doesn’t just mean increasing points, but having better conditions for workers, who collaborate better with the community. We think that at some point we will have to renegotiate royalties, contracts, but let us remember that almost the majority of companies have legal contracts”, commented.
