Minister Esquivel proposes a former collaborator to filter lists of candidates

No later than Thursday, October 31, the Executive, Legislative and Judicial branches must form their own Committee, responsible for receiving the documents of those who aspire to be candidates, listing the most suitable and then reducing the list via raffle to submit it to approval of the responsible authority, as the case may be: President Claudia Sheinbaum, the two chambers of Congress or the plenary session of the Supreme Court of Justice of the Nation (SCJN).

For this task, Esquivel Mossa and Ortiz, close to the so-called “Fourth Transformation” and usually vote the same in the plenary session of the Court, together with Minister Lenia Batres – who did not sign these proposals – sent their list of five people who propose to join the SCJN Committee.

These are Leoba Castañeda Rivas, Ruth ViIlanueva Castilleja, Silvia Gabriela Ortiz Rascón, Raúl Plascencia Villanueva and Manuel Becerra Ramírez.

In the case of Silvia Gabriela Ortiz Rascón, who was a candidate for magistrate of the Electoral Tribunal of the Judicial Branch of the Federation (TEPJF) and former secretary general of agreements of that organization, she was commissioned to present Minister Esquivel, from 2018 to at least less 2022.

She is an electoral expert, was general secretary of the Free School of Law and previously worked in the Superior Court of Justice of the Federal District, where she was secretary of the Sixth Civil Chamber.

Meanwhile, Raúl Plascencia, former ombudsman, was also president of the National Academy of Human Rights, and holder of the UNESCO Chair of Human Rights at UNAM.

In 2014, already president of the CNDH, since 2009, he sought re-election in office, but in the Chamber of Deputies opposition legislators rejected that possibility and filed a demand for impeachment, among the signatories was the then deputy of the Partido del Work, Loretta Ortiz, today minister.

The then legislator argued serious omissions by the CNDH in the face of a countless number of violations and the use of the organization “by any means” and for purposes other than human rights.

He even stated that a society cannot be called democratic and respectful of human rights if its ombudsman is not independent and impartial and does not keep its distance from acts of authority, which is why “the movement” would prevent his re-election.

Both also proposed Ruth Villanueva Castilleja, PhD in Law from UNAM; teacher in Family Education and Human Development; specialist in Penitentiary Systems and Juvenile Offenders and who, at least until the last six-year term of Andrés Manuel López Obrador, was an official of the National Migration Institute at the head of the general directorate of Migrant Protection.

Villanueva was also deputy attorney for Human Rights and Crime Prevention of the Attorney General’s Office (PGR), head of Penitentiary Policy and Development of the Ministry of the Interior (Segob) and Third Visitor of the CNDH.

Another person proposed to join the Evaluation Committee is María Leoba Castañeda Rivas, former director of the UNAM Faculty of Law from 2012 to 2016.

She was one of the 28 members of academics and members of civil society who made up the Working Group to prepare the draft Political Constitution of Mexico City, in 2016, and a member of the Mexican Professional Electoral Service, as well as a Researcher at the Center for Economic and Social Studies of the Third World.

They also proposed Manuel Becerra Ramírez, a specialist in International Human Rights Law and International Law, a member of the Legal Research Institute of the UNAM and a member of the National System of Researchers, Level III.
