After approval by the Chamber of Deputies of the Antifaction PL on Tuesday night (24), the Minister of Justice and Public Security, Wellington Cesar Lima e Silva, said today (25) that it is necessary for Congress to debate effective resource proposals to combat organized crime in the country. THE PL approved provides for increased penalties for participation in a criminal organization or militia.
“We are absolutely certain that the Brazilian Congress will have the opportunity to facilitate, in the debate on the PEC (Public Security), structuring proposals for financing public security,” said the minister, in a press interview.
In the final text, approved yesterday, the creation of the Contribution for Intervention in the Economic Domain (Cide) on bets (sports betting) to finance the fight against organized crime was withdrawn by the Chamber. The minister said he was not aware that this form of financing would be rejected.
In the interview, however, he said that the issue of resources for public safety must be treated as a priority. For the minister, there may be different paths, in addition to financing the bets resource.
“The fundamental thing is that Parliament realizes this expectation and that it is met immediately with the PEC, through some model that emerges in Congress or that is presented by the government.”
“Improved” final text
THE In addition to the setback in relation to financing, Lima e Silva said that the final report accepted 14 of the 23 proposals from the Executive to improve the final text presented by the rapporteur of the matter, deputy Guilherme Derrite (PP-SP).
“Our concern is to provide public security and the Brazilian population with financing compatible with the size of the problem and the priority of the issue,” he said.
The minister recalled that the original proposal was from the federal government and approval, at the end of the entire process, constitutes an important milestone in the fight against organized crime. Among the proposals, he understands that it was possible to avoid the potential criminalization of social movements and the improvement of criminal types
Before President Lula’s possible sanction, the minister also said that it has not been defined whether there will be vetoes on the text approved by the Chamber. There is a deadline of 15 working days after receiving the matter. According to the minister, the Civil House must make the observations and forward them to the president.
