The last straw! An academic analysis showed that 49% of the university thesis published in 2015 by the current Minister of Labor, Betssy Chavez, “lacks originality”. In other words, the official would have committed plagiarism.
The report prepared by Panorama showed the results of an analysis undertaken by the Pontificia Universidad Católica del Perú (PUCP) and the Universidad Científica del Sur on the research work that Chávez presented to the Universidad Nacional Jorge Basadre, in Tacna, to opt for the professional title of lawyer.
The analysis developed using the Turnitin anti-plagiarism software concluded that the 396-page research report entitled “Prison treatment and its influence on recidivism and regularity of inmates at the Pocollay prison, during 2012”, maintains a 49% similarity with other academic texts. “In the specific analysis, complete pages have been found copied and pasted from different sources that have not been cited throughout the document,” explains Professor Pery Mayta-Tristán, director of research at the Universidad Científica del Sur. “It’s plagiarism, it’s crude and poorly done plagiarism,” he adds.
The report maintains that, for example, the minister copied and pasted entire pages from a 2002 book, copied from a 2010 United Nations report and filled in 12 pages of her thesis, extracting paragraphs from another investigation published in the 2009.
“This work, or the claimed utility of this work, is zero. I wouldn’t hire her,” said José Talavera, economist and thesis advisor at PUCP, PhD.

In a letter sent to Panorama, Minister Chavez denied having committed plagiarism and stressed that “not having used a more appropriate citation system or having omitted referring to the authors on each page does not disable or diminish the research work carried out.”

Before the report was broadcast, Minister Betssy Chavez indicated that the accusation was a political response to the work she has been doing in her portfolio.
Chávez assumed the position of head of the Ministry of Labor in October 2021, replacing the questioned Iber Maraví.
