On October 18 of this year, the government of José Jerí dismissed the head of the OGA of the Dina Boluarte regime, Ricardo Kanashiro Romero, in the midst of a series of controversies over the purchase of bulletproof vests, fist guns, rochabuses, 4×4 armored vehicles and a transport plane for the Peruvian National Police (PNP).
Foreign suppliers and the Comptroller’s Office have reported or detected serious defects or deficiencies in the OGAF contracting processes for more than US$135,600,000, including the award to the United Arab Emirates company, Aero Express FZE. This company offered a second-use Antonov AN-74 aircraft that has no longer been manufactured for more than 20 years.
Under question
The Police Aviation Directorate (DIRAVPOL) itself reported that the Antonov AN-74 model was not the one required, but the OGAF, under the mandate of the resigning Ronnie Matienzo.
An aeronautical engineer hired by the Comptroller’s Office studied the Aero Express FZE proposal in depth and concluded that the Antonov AN-74 was old, did not have updated information on its technology and could endanger the lives of police officers.
During Ronnie Matienzo’s administration, three companies manufacturing handguns filed a complaint with the Comptroller’s Office stating that OGAF officials had modified the contracting bases to benefit one of the bidders, the American SIG Sauer.
The same has happened with respect to the competition for the provision of 54 4×4 armored vehicles, which was supposedly reformed to fit the proposal of the Israeli company Plasan.
According to the visit record of the Ministry of the Interior, the representative of the Plasan Sasa company, César Landman Landman, held a meeting with the head of the OGAF, Ronnie Matienzo, on November 13. The next day, Matienzo resigned from office.
Adjusting interests
In February of this year, when the purchasing process was from State to State, Plasan Sasa requested US$37,600,000 for 56 Sandcat MK-V type 4×4 armored vehicles for the National Police.
The OGAF made a new call and awarded the contract to Plasan Sasa, which presented the Sandcat EX12 model for US$23,800,000. Supposedly the new design, of lower cost than the previous one, was manufactured according to the technical requirements of the PNP. However, it does not have all the qualities of the armored vehicle that it initially offered.
In addition, the Sandcat EX12 is based on the Ford F550 chassis, which does not have logistical support because this vehicle has not been sold in Peru.
Matienzo’s replacement has not been revealed.
