This Monday, October 7, the Ministry of the Interior announced that they began the administrative disciplinary process to discharge PNP Lieutenant Anderson Quispe Briones, who caused the death of an official from the Municipality of Bambamarca last Saturday.
“The Minister will not tolerate any act of indiscipline, much less the commission of crimes by members of the National Police, reaffirming that there is no esprit de corps in the institution.” reads a statement.
Likewise, Aldo Cáceres, commissioner of Bambamarca, said yesterday that apparently Lieutenant Quispe had carried out an erroneous “manipulation” of the weapon that caused the death of Ruddy Lozano.
“The deceased, together with a police officer, Lieutenant Quispe, commissioner of Hualgayoc, have been drinking alcoholic beverages and, unfortunately, there has been misuse and manipulation of a firearm he had. As a result of this poor handling of weapons, a bullet hit the deceased’s chest.“, he told the media.
Although Anderson Quispe escaped and was missing for 24 hours, this afternoon he surrendered to the authorities accompanied by his lawyer.
THE FACTS
In the province of Bambamarca, Cajamarca region, Peru, environmental engineer Rudy Lozano Obispo, 33, was shot to death by Peruvian National Police (PNP) lieutenant Anderson Quispe Briones, after a fight that occurred in a local bar.
The tragic incident took place on Saturday at 11:30 p.m., according to the establishment’s security cameras. In the images, Lozano can be seen raising his arms in an apparent attempt to calm the situation before being shot directly in the chest by the officer. Despite being immediately taken to the hospital, the engineer arrived without vital signs.
Giovanna Núñez, owner of the bar and the only eyewitness to the incident, reported that the dispute between Lozano and Lieutenant Quispe was brief, but ended fatally when the officer pulled out his firearm and fired twice. One of those shots was the one that ended the engineer’s life.
The commissioner of Bambamarca, Aldo Cáceres Ramos, tried to justify the incident, arguing that the fatal shot was the result of “poor handling” of the firearm, supposedly influenced by the consumption of alcohol by both the police officer and the victim. However, Lozano’s family, who resides in Lima, expressed their distrust of this version and denounced irregularities in the arrest process of the aggressor.
