The head of the Creemos bank, José Carlos Gutiérrez, announced this Thursday that he will begin the examination of the millionaire contracts that were made during the government of Evo Morales, without the requirement of the Single Registry of State Suppliers (RUPE). He urged Attorney Wilfredo Chavez and Comptroller Henry Ara to investigate President Luis Arce and the former president.
“I will carry out PIE (Request for a Written Report) to the Ministry of Economy and the response of Luis Arce to Wilfredo Chávez and Henry Ara so that they begin the investigation of this economic damage to the State of more than 1,400 million Bolivians. Chávez and Ara only clean the image of Evo Morales, now they must investigate him together with Arce, “he wrote on his social networks.
The opposition parliamentarian explained that he will send a request for a report to the Ministry of Economy. In addition, he will send the response of the now ruler from the time he was minister, in which he affirms that the RUPE is mandatory for state contracts of more than 20,000 Bolivians and that there are no grounds for exception.

On Monday Page seven announced the 10 contracts that were made without the RUPE requirement, all processed during Morales’ administration, for an amount of more than 1,400 million bolivianos.
Most were awarded between 2015 and 2016, when regulations were already in force that established the delivery of these documents to contract with national or foreign companies.
In 2019, Arce, in his capacity as Minister of Economy, in response to a request for a report made by former Minister Yerko Núñez, when he was a senator, affirmed that the RUPE was a mandatory requirement for the award of contracts and that there were no exceptional grounds for dispense with the document.
Gutiérrez sent a request for a written report (PIE) to the Minister of Economy, Marcelo Montenegro, consisting of about 15 questions.
In the questionnaire, it asks you to specify the total of the contracts without the Unique Requirement of State Suppliers that generates economic damage to the State.
