Millionaire award of fuel for magistrates

A call for bids carried out by the CSJ under the category of Fuels and Lubricants determined that the institution will award a total of G. 1,300,000,000 to the company Barcos y Rodados, in an Open Contract – Multiannual.

There were three items awarded: Gasoil – Diesel Type I, with a unit price of G. 7,250, Gasoil – Diesel Type III, with a unit price of G. 6,330 and Nafta Ron 97 with a unit price of G. 9,350. The document does not specify the liters that will be purchased, but Celia Domínguez, in charge of the Barcos y Rodados bidding department, explained that since it is an open contract, this aspect is not detailed.

“The provision will be made for the minimum amount of G. 650 million as a minimum and G. 1,300 million as a maximum, for which the CSJ can acquire the requested fuels in the amount allowed by the minimum or maximum prices determined,” he explained.

In that sense, a limit is not recorded in liters, but in guaraníes. However, if the contract would be closed, the number of liters to be acquired by the judicial institution should already be specified.

On the other hand, the head of contracts of the CSJ, Juan Santacruz, mentioned that all the details of the use of fuels are specified in the justification section of the call carried out. However, he was no longer able to respond to the El Independiente team about the reason or urgency to acquire the fuel.

In the explanatory note about the reason why the contract was drawn up, the CSJ determined that the open contract modality is chosen for minimum and maximum amounts, “because it is impossible to estimate the amount of fuel necessary for the coverage of the normal and extraordinary itinerary of each minister”.

Another aspect determined by the judicial institution is the trips that the ministers must make to the different judicial districts of the Republic, which are 17 in total, in fulfillment of their roles as superintendents of each district.

When the El Independiente team wanted to get in touch with Liz Fátima Insfrán, in charge of the CSJ’s Procurement Operational Unit (UOC), they had indicated that she was in a meeting, so we were unable to get answers about the need for investment in fuel for the ministers of the Court.

BENEFITS
By resolution No. 984, of July 25, 2019, the court ministers had carried out a rationality policy to reduce 15% of the fuel quotas assigned to the magistrates.

At that time, quotas amounted to G. 5 million and with the rationality policy, the benefit was going to be G. 4,250,000. At the time of the pandemic, until December 2020, they reduced their quotas to G. 2,500,000 due to the health and economic crisis that developed.

The most frequent is that the ministers of the Court make round trips from their respective homes to the Court, for which they hardly need more than 20 liters of fuel per day. Besides, another determining point is that the senior magistrates also receive fuel vouchers for the weekly visits made to the constituencies.

VIATIC
Apart from the fuel benefit, senior magistrates have per diem for their visits to the interior according to resolution 7423/2019, in which the per diem for two days can exceed G. 2 million and for six days, G. 8 million. .

Likewise, it is important to highlight that the minimum salary of a Minister of the Court is G. 24,131,945, to which must be added G. 6,000,000 in representation expenses; G. 3,031,196 for responsibility in the position; G. 600,000 for academic degree and G. 500,000 for seniority, thus adding more than G. 34 million per month.
