According to the PF, Lieutenant Colonel Rafael Martins de Oliveira “used third-party data to enable the activation of the telephone line used in the action”. For investigators, the fraud reveals the use of a military technique, anonymization, “provided for in the Army Special Forces doctrine” and whose purpose is to make it difficult to identify the true user of the telephone line.

It was based on information extracted from the cell phone seized from Oliveira, in February this year, as part of the Operation Tempus Veritatisthat PF investigators managed to make progress in investigating evidence that, at the end of 2022, high-ranking Army officers illegally monitored the Minister of the Federal Supreme Court (STF) Alexandre de Moraes and planned to carry out a coup d’état, preventing the inauguration of newly elected president Luiz Inácio Lula da Silva and his vice-president, Geraldo Alckmin.

Among the files extracted from the seized device, two photographs allowed investigators to associate Oliveira with the code name teixeiralafaiete230, with which the cell phone he used to chat with other soldiers on an instant messaging application was registered. The images were photos of a National Driving License and Lafaiete Teixeira Caitano’s car documents.

According to the PF, Caitano and Oliveira were involved in a car accident on November 24, 2022, on the BR-060 highway, between Brasília and Goiânia. Caitano registered a police report at the time, assuming that he had collided with the car that Rafael was driving – and that the soldier had rented three days earlier, at Goiânia Airport.

Armed with this and other information, the investigators concluded that Oliveira used the copy of the documents that Caitano gave him so that his insurance company could be contacted to enable one of the telephone lines that he began to use in planning the coup d’état. THE Brazil Agency spoke with Caitano, who corroborated the PF’s conclusion. The mechanical engineer confirmed that he hit Oliveira’s car and that he provided him with a copy of his documents.

“I made the documents available so that we could carry out all the procedures with the insurance company,” said Caitano, revealing surprise upon learning of the developments that only became public today. “Creed! I wasn’t aware of this operation [da PF]. Don’t tell me about a train like this! I am at work. I worked all day and saw nothing. I never knew anything about another phone in my name other than mine. No operator has ever communicated this to me and this number we are talking to is the only one I have activated”, added Caitano before sharing prints of the messages he exchanged with Oliveira after the accident.

“I’m in shock. We see news like this, but we never imagine that something like this will happen to us. Thanks to the efficiency of the police, it was discovered that I was a victim”, commented the engineer. “He really acted in bad faith,” he concludes.

According to the PF, Lieutenant Colonel Rafael Martins de Oliveira had already activated, in June 2022, another line in the name of another person, identified as Luis Henrique Silva do Nascimento, resident of Belo Horizonte.

Consulting the telephone company responsible for the line, the researchers obtained not only the identification number of the cell phone (Imei), but also the information that, between the end of May and mid-December 2022 alone, this same phone received 1,423 lines telephones. “It should be noted that the aforementioned Imei belongs exactly to the telephone device linked to Rafael de Oliveira, which was seized as part of Operation Tempus Veritatis.
