The former mayor of Chiclayo (Lambayeque), Miguel Ángel Bartra Grosso, now a candidate for the ranks of Somos Perú, aims to return to the provincial commune for the period 2023-2026. The former municipal authority will have to compete against 14 other candidates for mayor. The path to replace Marcos Gasco in office has already begun.
– Why do you want to return to the municipal seat of Chiclayo?
Chiclayo is going through one of its worst moments and requires the participation of experienced men and good people who can help. We have serious problems public cleaning and sewage. The tracks are totally deteriorated and there are no major works. Chiclayo has lost the step in relation to neighboring cities like Piura, Trujillo, Chimbote, Cajamarca.
– Was there the possibility of applying for the regional government?
In 1998, I fell ill in the last year and a half of my administration (second government) and the municipal council made the decision to retire me. I have a debt with Chiclayo, and I have always lived and bet on this city. I hope that citizens can give me the confidence to give my best.
– We are nine months away from the end of Marcos Gasco’s administration, what is your opinion?
A disappointment, because we had high hopes for Marcos. He showed great desire to work on his two applications, but the problems have worsened and I don’t see a light at the end of the tunnel.
– What do you think is Chiclayo’s main problem and how would you attack it from the municipality?
The main problem is the sanitation system. We must renew the drainage and drinking water networks, and take them to the sectors that are growing. close the gaps in areas that do not have the service.
What needs to be done is that Epsel and the municipality prepare and update the technical files and take them to the central government, (so) that they make a tender international or, otherwise, with the Government-to-Government system.

– Would the sanitation system and storm drainage be an integral project?
The storm drain is a project through Rebuild with Change, but I think they should go in parallel. We cannot prioritize drainage in a city that is sinking. Seek financing for sanitation and to continue with the pluvial drainage project that already has an assigned budget.
– Are you willing to meet with the professional associations to address the problem of Chiclayo?
Chiclayo does not have an urban development plan. So, the first thing we have to do is sit down with the College of Architects so that the city can grow in an orderly manner. We must sit down with the College of Engineers, because Chiclayo can no longer continue with the traditional paving works. The mayor, the professional associations and the civil society.
– How to address the lack of water in the periphery and districts of Chiclayo?
We plan to build a treatment plant in Duck. Taking advantage of the Taymi canal, we would have the possibility of capturing water and treating 2,000 liters of water per second there. We could supply Pátapo, Tumán, Pomalca, Pimentel, Chiclayo, Reque, part of José Leonardo Ortiz and La Victoria with water.
It is estimated that the plant must cost about $40 million to benefit more than a million inhabitants.
– How would you handle the solid waste problem in Chiclayo?
With the equipment that has been acquired (compactors), plus those that can be upgraded, we would have what is needed to collect the 350 metric tons of garbage produced by the city. The system would be municipal. What we do believe should be concessioned is the recycling plant so that it can maintain the sanitary landfill.
– What do you think of the bike paths, pedestrianization of Elías Aguirre and the change of direction of traffic in the city center?
The cycle paths, in a 80%, they are others in Chiclayo. Cycle lanes must be built, but on wide roads, such as the Bolognesi extension (outskirts of the city) to the Pimentel district. But a bike lane on Balta Avenue, no; They are very congested roads, and with the traffic, complicated. We are going to rehabilitate the streets.

The pedestrianization of Elías Aguirre requires an evaluation of its situation, because the sewerage and tremendous visual pollution has been left behind by the cables.
