The Ministry of Development and Social Inclusion (Midis) published the Supreme decret that approves the regulation to grant the food bonus, authorized by Article 22 of Law No. 31538. The rule states that within a period of 10 business days, the list of beneficiaries of the economic subsidy must be approved.
The purpose of the document is to establish the eligibility criteria for potential beneficiaries, the guidelines for preparing the registry of eligible citizens, the approval procedure for the registry of beneficiary citizens, among other aspects.
Likewise, the Pension 65 Program is authorized to implement the collection by third parties that allows the beneficiaries who may or may not express their will, as appropriate, to make the collection of the bonus effective.
In the same way, the Banco de la Nación is empowered to make the payment to the authorized third party, designated by the National Solidarity Assistance Program “Pensión 65″, at the request of the beneficiary or attending family member, in the event that the person cannot express their Will.
On the other hand, permission is granted to Pension 65 to sign agreements or addenda with Banco de la Nación; as well as with all companies in the financial system and electronic money companies in the country, for the purpose of granting the individual monetary subsidy referred to in numeral 22.1 of article 22 of Law No. 31538.
Authorization for assignment of payment methods
Finally, Pension 65 is authorized to assign the beneficiaries of the individual monetary subsidy through payment modalities such as account deposit, digital wallet, DNI account, over-the-counter collection and others that are implemented in coordination with financial entities. with which agreements are in force.
For such purposes, said social program is empowered, within a period not exceeding thirty 30 calendar days from the approval of the register, to issue technical guidelines for the implementation of the provisions of articles 6, 7 and the first part of this article, including provisions for the attention, treatment of resignations, returns, complaints, and other requests made by users.
Potential beneficiaries are people of legal age with a National Identity Document (DNI) who are part of:
- Households in conditions of poverty and extreme poverty according to the General Household Register (PGH) of the Household Targeting System (SISFOH) administered by the Ministry of Development and Social Inclusion (Midis).
- Households using the National Direct Support Program for the poorest (Juntos) or households that have a member who is a user of the National Solidarity Assistance Program (Pensión 65) or the National Program for the Delivery of Non-Contributory Pension to Persons with Disabilities Severe in a Situation of Poverty (With you), except for the citizens who are beneficiaries of the additional extraordinary subsidy provided by article 20 of Law No. 31538.
- Households included in numerals 1 and 2, whose members are not registered in the Computer Application for the Centralized Registry of Payroll and Data of Public Sector Human Resources (Airhsp) administered by the Ministry of Economy and Finance (MEF) or on the private payroll administered by the Ministry of Labor and Employment Promotion (MTPE), except for pensioners, survivors and the training modality.
- People of legal age who are part of the households indicated in the preceding paragraph, who are included in the National Registry for COVID-19 measures within the framework of the available Sanitary Emergency, provided that the monthly income of said households does not exceed the amount of the minimum living wage of S/ 1,025; according to information from SBS and Sunat.
- As long as they are not part of households with any member registered in the database of sworn declarations of interests of authorities, servants and candidates for public office administered by the Office of the Comptroller General of the Republic within the framework of Law No. 31227 or that they are not are part of households with a member holding the position of Congressman of the Republic, mayor or mayor of a district or provincial municipality, municipal councillors, regional governors, regional councillors, regional deputy governors, prefects, sub-prefects or lieutenant governors, according to the information available of the National Election Jury (JNE) and the Ministry of the Interior (Mininter).
The Ministry of Development and Social Inclusion, through the General Directorate of Targeting and Social Information, prepares the registry of eligible households and selects eligible citizens to access the individual monetary subsidy.
