Midis announces resolution of contracts with the company Frigoinca and others that are involved

Likewise, the Qali Warma Program has been instructed to begin the contract resolution procedure with the company Frigoinca and others that may be involved; as well as continue with the other corresponding legal actions.
  • The 6 workers directly involved in this case have been immediately separated and an evaluation of all personnel participating in the chain of responsibility for food programming has been ordered.
  • The Public Ministry has been requested to, also immediately, carry out the proceedings and interventions of the case in the same locations where these events occurred in order to collect all the corresponding information and avoid any act of obstruction to the investigations, which allow us to dismantle any network of corruption that has been infested in a program of such relevance to Peruvian children.
  • The appointments of the Heads of the Territorial Units of Qali Warma involved in the report (5) have been completed and the evaluation of the other heads of territorial units has been arranged as soon as possible.
  • Clarify that the Qali Warma Program has not concluded the food programming for 2025 as falsely indicated in the chats revealed in the report. Meanwhile, among other control mechanisms, for next year, through an external inspection body accredited in quality systems, the necessary improvements in the technical sheets of the food will be completed, as well as the inspection and sampling of the products it acquires. the program, before being distributed to educational institutions.

The corruption network around the company Frigoinca, supplier of the food program Qali Warma administered by the Ministry of Development and Social Inclusion (MIDIS), which would have paid bribes to avoid being exposed to the poisoning of schoolchildren in the poorest areas of the country as a result of ingesting its canned Don Simón, is larger than what it was thought.

The journalistic program End Point revealed that up to six Qali Warma officials would have received the bribes. These are Deyvis Espinoza (Lima), Yvonne Espinoza (Lambayeque), Stallin Mera (Loreto), Fernando Herrera (Cajamarca), José Floriano (Cajamarca) and Luis Álvarez (Áncash). All of them worked as food specialists, position that designs the food menu of the region and that he can request the food he requires from Lima for next year.

Those responsible for coordinating the bribes would be Noemí Alvarado, whose cell phone contains the more than 60 WhatsApp chats where the network of Qali Warma officials was created, as well as Michael Burga, commercial director of Frigoinca, and his father, Nilo Burga, president of the board of directors of this company and a long-standing APRA member.

The report states that in addition to the corruption in Cabana, Puno, uncovered last week, bribes were also paid to Qali Warma officials so that the company would not associate with Frigoinca. poisoning of 40 schoolchildren from a school located in the Negropampa town center, in the province of ChotaCajamarca, in April 2024, who presented stomach pain, headaches, vomiting and even fainting, and were later transferred for medical care.

The process initiated by Indecopi was formally informed to Qali Warma since 2021, when the director of the program was the current presidential spokesperson, Fredy Hinojosa, and the MIDIS minister was the current president of the Republic, Dina Boluarte.
