The Minister of Industry, Commerce and MSMEs, Víctor -Ito- Bisonó, led the first meeting of the Ministerial Cabinet of 2025, highlighting the importance of strategic planning for the development of the sector.
During the meeting, crucial issues were discussed for the formulation of the National Multi-year Public Sector Plan (PNPSP 2025 – 2028) and the new Institutional Strategic Plans (PEI).
The meeting agenda included the status of the Institutional Strategic Plan 2025-2028, the linking of the priorities of the Council of Ministers, the implementation of the ISO management system, performance evaluations and compliance with the budget policy.
Minister Bisonó highlighted the need for dynamic and conscious planning to prioritize resources in areas that promote productive development and the creation of quality jobs. He also mentioned the achievements made during his administration despite external challenges.
«From 2020 to date, I believe that the umbrella of industry, commerce and MSMEs has had an excellent performance. If we see it from the Central Bank numbers and unify them in all the lines that have to do with these three issues, without a doubt, the country has had an excellent performance.
You all have an important part in the impact that your institutions have. We cannot feel complacent because there is always opportunity for improvement. We have had many improvements and achievements, but we can continue to build much more. As a guardian representative in the ministry, I want to express my most sincere gratitude for the performance that as a ministry we have all presented together in these four years that have just passed and one that has just begun. I thank you, I congratulate you and I wish you the best,” said Bisonó.

The meeting was attended by Luis Madera Sued, Vice Minister of Government Monitoring and Coordination of the Ministry of the Presidency, Marcia Suárez representing the budget, as well as directors and vice ministers of various institutions.
Bisonó highlighted that this first meeting of the Ministerial Cabinet of 2025 and the eighth of his management complies with article 33 of the Organic Law of Public Administration No. 247-12, ensuring the planning, monitoring, evaluation and control of the sector’s policy. .
«This meeting is framed at the precise moment of the beginning of a new budget cycle, as well as the conclusion of the new Multi-year National Plan for the Public Sector 2025 – 2028 and the Institutional Strategic Plans, among other short and medium-term planning instruments that merit “of the correct articulation of the institutions of the sector and the governing bodies to achieve the policy results defined by the Government for the period 2024 – 2028”, added the Minister.
The meeting highlighted the importance of coordination between the institutions of the sector to ensure the continuity of economic growth and job creation. “By virtue of all of the above, it is evident the importance of this meeting of the ministerial cabinet today and the results that together we can obtain from it,” Bisonó concluded.
The Minister reiterated his commitment to work tirelessly to promote the development of the sectors in the scope of action of each of the present institutions, thus ensuring a more prosperous future for the country.
For his part, Vice Minister Luis Madera stressed the importance of the diagnoses and strategic plans that will be fundamental for the National Multiannual Public Sector Plan (PNPSP) 2025 – 2028.
In his speech, Madera indicated that the preliminary diagnoses of prioritized policy, along with the strategic plans of each institution, will be crucial inputs for the PNPSP, which will be made official by the Council of Ministers.
» The objective is that indicators and goals are drawn up in your strategic plan to define actions that directly impact these objectives. Ensuring the inclusion of all strategic priorities, especially in the Institutional Performance Assessment (EDI), is key,” stated Madera.
Likewise, Miguel Palmer, director of Planning and Development, participated during the meeting, along with the highest authorities of the institutions attached to the MICM.
