Several Mexican NGOs ask the Prosecutor’s Office to investigate the responsibility of the heads of the instances in charge of migrants; including mayors of the Ministry of Foreign Affairs, led by Marcelo Ebrard; the Secretary of the Interior, Adán Augusto López; and the commissioner of the National Institute of Migration, Francisco Garduño, as well as the representatives and managers of the professional stay in Ciudad Juárez and the crimes that we denounce before the Prosecutor’s Office are for homicide
Several human rights organizations denounced the National Migration Institute and whoever is responsible for the “homicides” of 39 migrants of different nationalities at the facilities of the Provisional Immigration Stay in Ciudad Juárez, Chihuahua. They demand that the Prosecutor’s Office carry out all forensic examinations to identify the deceased, which are related to the determination of the cause of death “are carried out by experts independent because we do not trust the experts of the State».
They also request not to deliver any remains until the evidence is fully verified by independent experts and they consider that the material and intellectual authors of this fire should be investigated.
The request that from the Foundation for JusticeIntegral Human Rights in Action, Institute for Women in Migration and other organizations to the Mexican Prosecutor’s Office is to investigate the responsibility of the heads of the instances in charge of migration policy; including mayors of the Ministry of Foreign Affairs, led by Marcelo Ebrard; the Secretary of the Interior, Adán Augusto López; and the commissioner of the National Institute of Migration, Francisco Garduño, as well as the representatives and managers of the professional stay in Ciudad Juárez and the crimes that we denounce before the Prosecutor’s Office are homicide.
“We are asking that they investigate the homicide because at the National Migration Institute it had the responsibility and always has the responsibility to take care of people, including their custody and we saw that they had the opportunity to let people out and they did not; therefore, it is a homicide that we ask that they investigate,” said Blanca Navarrete, Director of Comprehensive Human Rights in Action (DHIA).
In the same way he said that they are demanding “truth, justice and reparation for the families of the victims” and maintains that although some arrest warrants have been issued, they see it as “complicated” for the authorities to respond in time and those responsible are really punished. “We are concerned that what we have seen so far seems to fall on very low-level authorities.”
The representative of this organization assured that “there has been contradictory information” as to who requests the cooperation of whom and that responsibility of the authorities to clarify whether it was the municipal government that requested the collaboration of the National Institute of Migration for these operations with people in street situations» to take them to the detention center.
In the same way, he condemned that there were around 80 people in that center, when the capacity of that provisional stay has capacity for 60 and they were already overcrowded and in a “situation of risk.”

Immigration policies that kill
The non-governmental organizations assure that this fire that occurred on March 27 is not an isolated event because they recall that there is a history of fire riots that occurred in other immigration stations, where one person lost their lives on May 2, 2029 in the immigration station. the National Institute of Migration in Tijuana; for which they assure that this type of practice “are immigration policies that kill and violate human rights, promoted by the United States government and accepted by Mexico.”
They affirm that this country has militarized migration, excessive use is made of detention and deportation; which is contrary to international treaties on human rights and migration.
In the face of this type of practice, the organizations say that they need “people from abroad to help us do justice, to lay the foundations and the foundation so that this does not go unpunished.”
Specifically on the situation of the relatives of the deceased Venezuelans; since the State has not ruled on the matter and has not taken steps to support it. The relatives of the victims are reminded that they can request support through the organizations; but they explain to them thatIn theory, it is the responsibility of the Mexican government to help these people come to recognize the bodies of their own relatives.”
