Metro employees reach an agreement with Opret; strike off next Tuesday

Santo Domingo, DR. – With the mediation of the Minister of Public Administration, Darío Castillo Lugothe representatives of the train drivers, station operators and operating agents of the Santo Domingo Metro and the Executive Directorate of the Office for the Reordering of Transportation (Opret), reached an agreement that lifts the call for unemployment, on behalf of the collaborators, scheduled for next Tuesday, January 17.

In view of the lifting of the strike call, the opret is committed to improving the environment and working conditions; to make a salary increase; retroactive payment; to coordinate the accreditation of train drivers through a certification; to pay for night hours and to avoid “unjustified” cancellations or reprisals.

The agreement formalizes the increase to RD$37,800 per month, the minimum salary level for Train Conductors and Station Operators, which represents an increase of RD$6,300; In addition to the increase to RD$43,800 per month, the minimum salary level for Exploitation Agents, which represents an increase of RD$7,300.

Both salary increases are equivalent to an increase of 20%, as the director of Opret, Rafael Santos, had advanced; it will be applied with effect on January 1, 2023.

Likewise, the retroactive payment was agreed to 42 collaborators, distributed in 22 promoted from Drivers to Exploitation Agents; 7 promoted from User Service to Station Operators; 3 promoted from Train Operators to Command Post Assistant; and, 20 promoted from Customer Service to Train Conductors.

It was also determined that the so-called night work hours must be paid, according to the provisions of article 51 of Law 41-08 of Public Function and article 40 of Regulation 523-09, of Labor Relations in the Public Administration.

Likewise, the Ministry of Public Administration (MAP) undertakes to coordinate the formalization of an Inter-institutional Collaboration Agreement, between OPRET with the National Institute of Public Administration (INAP) and the National Institute of Professional Technical Training (INFOTEP), so that certify the training courses and certificates taught and issued by the OPRET Railway Training Center.

The heads of Opret and MAP, and Luis Regalado, representing the Ministry of Labor, were present at the meeting. On behalf of the Santo Domingo Metro collaborators, Luis Miguel Peña Custodio, Gary Alexander Hidalgo, Leonardo Núñez (all train drivers) and his lawyer Sergio Maldonado participated.

Castillo Lugo indicated that the MAP will serve as an entity to supervise that everything agreed is fulfilled between the parties, in addition to accompanying both Opret and its collaborators, to create an Association of Public Servants (ASP), with all the statutes.

The Ministry of Public Administration, as the governing body of the Public Function and the Institutional Strengthening of the Public Administration, will accompany OPRET in the development of updated technical instruments.
