Members of parties with dual affiliation will remain inactive

Santo Domingo, DR. -The Central Electoral Board (JCE) established that citizens who are registered in more than one political party will automatically remain in “inactive” status, in accordance with the new regulations for the registration of affiliations and disaffiliations in political organizations.

In cases of double affiliation—technically called “multiplicity of affiliations”—a digital application launched by the JCE will prioritize exclusivity.

If a citizen appears in two or more registers simultaneously, his/her status automatically changes to “Inactive”.

This implies that, although the voter’s name appears in party records, he will not be considered officially affiliated with any organization until he clarifies his situation and defines his unique membership.

This problem had been put on the conversation table by the JCE, although to date a solution had not been achieved since some members appeared on the registers of four organizations at the same time.

How conflict is detected

The regulations establish two key moments to detect dual affiliation:

1. During registration on the Digital Platform:

When a party tries to register a citizen and the card is already associated with another organization, the system issues an immediate notice and marks the affiliation as inactive.

2. During registry purification:

At the time the organizations submit their lists to the JCE, the National Information Technology Directorate cross-checks the data. If a person appears on more than one list, they are also declared inactive.

How dual membership is resolved

To rehabilitate their status as an active member, the citizen must formally define their political preference. The regulation contemplates several ways:

In-person presentation before the JCE, with your credentials and physical or biometric evidence of your will.

Electronic authentication, through digital mechanisms that the JCE establishes in consensus with the parties.

Formal communication of preference, notified both to the corresponding party authority and to the electoral body.

Likewise, if a citizen joins a new party without having formally resigned from the previous one, his or her status will also become inactive until the exclusivity of the registration is clarified.

Digital Platform under control of the JCE

The regulation also details the operation of the Digital Platform, a web application managed by the Board through its National IT Directorate.

Each party must appoint an Administrator through a request signed by its authorities. This will be responsible for creating internal users and supervising the operations carried out in the system.

Among the automatic validations carried out by the platform are:

Identity verification: verification that the Identity and Electoral Card is enabled.

Previous affiliation detection: immediate alert if the person is already registered with another organization.

For a membership to be valid, the file signed by the citizen must be attached, scanned and uploaded to the system, or confirmed by digital signature or biometrics.

The regulations allow parties to use their own computer systems, as long as they develop a compatible transmission channel to integrate the information into the official JCE platform.

The application operates permanently, although it may be temporarily suspended for maintenance, upon public notification.

The data delivery format must include the name and logo of the party, complete information about the affiliate (name, ID and electoral address) and the corresponding supporting documentation.
