The economy ministerDenisse Miralles, assured that the budget for the scholarships of the National Scholarship and Educational Credit Program (Pronabec) for next year is guaranteed, and provided peace of mind to the students participating in the current calls and those applying for 2026.
In statements to the RPP News program, Miralles specified that the approved budget for Pronabec amounts to S/ 1,390 million, after increasing the originally assigned amount by S/ 50 million. As explained, these resources are sufficient to cover the number of scholarships that are traditionally awarded each year, without compromising the sustainability of the program.
The minister questioned the actions of the previous management of the Ministry of Education, headed by then-minister Morgan Kero, pointing out that promises of up to 38,000 scholarships were made in a single year without having the necessary budgetary support. He recalled that, historically, the country finances around 5,000 scholarships annually, considering that higher education lasts an average of five years.
Miralles indicated that the budget sent to Congress on August 30 by the previous administration did not include sufficient resources to fulfill these promises, generating expectations that were not properly financed. However, he stressed that the current Government will honor the commitments made and guarantee the continuity of the scholarships.
To this end, he explained that the Ministry of Education, which has a total budget of S/ 17,000 million, has special provisions included in the Budget Law that allow it to carry out internal redistributions of resources, a power that other sectors do not have. This flexibility, agreed with the Congressional Budget Commission, will allow Pronabec to be financed.
Finally, the minister announced that a review of the program has been requested, with the aim of improving its incentives and ensuring a more efficient use of public resources, so that each sol allocated to scholarships effectively fulfills its purpose.
