Cuba and the EU relaunched their relations with the signing in 2016 of the historic Political Dialogue and Cooperation Agreement (ADPC), provisionally in force since November 2017, and which put an end to 20 years of the previous policy, known as the Common Position, which it conditioned the relations of the community bloc with the Island to advances in human rights and democracy.
The Twenty-seven considered at that time that that framework had been useless and it was necessary to develop a new one that, however, also included a section dedicated to human rights.

The European Parliament, the EU legislature, has passed numerous resolutions condemning the island’s policy on the issue of human rights, sometimes by overwhelming majorities of which social democratic parties were part. From this institution, some parties, most of them from the right and liberals, have urged to break the ADPC.
However, the Commission, the executive body, is currently taking the opposite line and is not planning to break relations.
The EU is one of the main trading partners of the Island, with a total exchange volume that exceeds 35% of its operations, in sectors such as sustainable agriculture, renewable energies, health, social and economic modernization and tourism.
