However, from the interrogation carried out on the engineer Antón Casasnovas Nolasco, it can be deduced that part of the money from the Odebrecht bribes that the State recovered, he would have been distracted in acts of corruption in the execution of the Humanization Plan, carried out by the management of Jean Alain Rodriguez.
“I remember that at one point there was a stoppage of flows because at that time some 94 million from Odebrecht were going to arrive, but there was an injection from the State and from then on the amounts began to flow,” the engineer revealed during the interrogation. practiced by the Director of Prosecution of the Public Ministry, Yeni Berenice and the head of the Specialized Prosecution of Administrative Corruption Office (Pepca), Wilson Camacho.
Antón Casasnovas Nolasco, who was left out of the indictment of the jellyfish case for collaborating in the investigation, was the person who also revealed that before the tender for the Penitentiary System Humanization Plan was announced, the former prosecutor Jean Alain Rodriguez and the members of the Medusa network had already selected the construction companies that would be the winners; and that they should return a “toll” of 20% of the total amount of the contract in favor of the members of the corruption network.
This engineer was also in charge of searching for and recommending “trustworthy construction companies” that resulted in awards in the Prison System Humanization Plan and that today are the object of the accusation against a network of corruption that, according to the Public Ministry , managed more than 1,000 million pesos in bribes.
The announcement of the Plan
When he presented the Humanization Plan, the former attorney said that the investment would be made using the institution’s own and special funds that were “captured thanks to the application, for the first time since its enactment, of Law 448-06 on Bribery in the Trade and Investment”.
“By virtue of this legislation, the Dominican Public Ministry managed to get the companies involved in the Odebrecht and Tucanos corruption cases to compensate the Dominican State for the bribery practices they incurred in the country, counting on them directly. by 70% and anticipating the rest through factoring”, he announced.
And he further added: “It is these funds, obtained as fines under the bribery law, which, in accordance with our laws and in coordination with the Executive Branch and the General Directorate of the Budget, have been formally assigned to the development of this Humanization Plan. Penitentiary”.
Diario Libre tried to get a comment from the former prosecutor’s lawyers about the new details that have come to light in the investigation, but they preferred not to issue opinions. Lawyer Gustavo Biaggi told reporters from this medium that they have not had access to the file to see the details and that they prefer to wait until they are notified of the accusation to express any opinion. Charges
Those accused of Operation Medusa face criminal charges for coalition of officials, prevarication, association of criminals and fraud against the State. Also for bribery, for committing crimes and high-tech crimes and for money laundering.
For the case, former attorney Rodríguez is in prison, as is the former director of Technology, Javier Forteza Ibarra; the former administrative director, Jonathan Joel Rodríguez Imbert, and Alfredo Solano, former administrative deputy director.
