The former Lottery administrator Nacional, Luis Maisichell Dicent, achieved this Thursday that the Judge Claribel Nivar of the Second Collegiate Court of the National District accept the cessation of his preventive detention by house arrestdue to the fact that the ringleader of the alleged embezzlement of the gambling organ has already served the statutory 18 months of arrest and his release was mandatory.
Dicent spent 18 months in the Najayo jail. The substantive trial will continue, but with the defendant at his house in Monsignor Nouel province.
His departure from the country is prevented. The full decision of the judge will be known on January 12.
Besides of former Lottery administratorare implicated in the alleged fraud of more than 500 million in a National Lottery draw, William Lizandro Rosario Ortiz and Eladio Batista Valerio, who are imprisoned in Najayo.
Also implicated are Valentina Rosario Cruz, Jonathan Brea, Carlos Berigüete, Felipe Santiago Toribio, Edison Manuel Perdomo Peralta, Miguel Mejía and Rafael Mesa, who have different measures of coercion, such as house arrest, periodic presentation and impediment to leaving the country. The Public Prosecutor’s Office called this case Operation 13, for the winning number of first place in the questioned draw.
The fugitive Leónidas Medina Arvelo (Nazareth) is also linked to the case.
