From this month, micro, small and medium enterprises can protect themselves from risks associated with exports. The new insurance has been available since the last day 4 for companies with annual exports of up to US $ 3 million and annual revenues of up to R $ 300 million. At the end of last year, the folder had launched the SCE in the pre-embarking phase, when the merchandise was not yet shipped.

“With these two guarantees, the government acts at both ends [pré e pós-embarque] to ensure companies greater ability to export more and strengthen their presence in foreign trade. What is our goal? Encourage micro, small and medium-sized companies to sell their products abroad abroad, generating quality and income jobs to our population, ”said Vice President and Minister of Development, Industry, Commerce and Services, Geraldo Alckmin, in a video recorded on social networks.

Protection

The post-examination mode of credit insurance protects the exporter or the financier against non-payment of export. In practice, it allows the exporter to grant his foreign customers more attractive sales conditions, with the term payment. This protection also facilitates banks to anticipate amounts to receive, allowing the exporter to receive cash, even offering a timeframe to the buyer of the goods in another country.

Likewise, in the pre-embarking mode, the funder who anticipates export resources to the exporter is protected against the risk of export non-realization and also against the risk of non-payment by the importer.

Lower interest

Both pre and post-embarking, the SCE has an additional benefit by promoting access to better financing conditions. This is because the SCE reduces the risk for banks that grant credit to the exporter, either as pre-embarking working capital or as a credit refinancing to the importer in the commercialization phase. The Exporter Financing Program (PROEX), also from the Federal Government, accepts export credit insurance as collateral.

With funds from the Export Guarantee Fund (FGE), the exporter credit insurance is operated by the Brazilian Agency of Guarantee and Guarantee Funds (ABGF), under the guidelines of the Foreign Trade Chamber (Camex), linked to the MDIC. In 2024, coverage of US $ 9.15 million was approved in 13 operations and 9 companies benefited.

Who can hire

  • Exporting companies with annual revenues of up to R $ 300 million. This is the general rule to be considered micro, small and medium enterprises.
  • Also, so that they can hire the SCE, they need to have:
  • Annual export revenue of up to US $ 3 million to hire post-equivalent SCE;
  • Annual export revenue of up to $ 5 million to hire the pre-embarking SCE.

Advantages

  • There is no requirement for countergashing (assets that the exporter has to offer to obtain insurance);
  • Additional warranty modality, which can be useful for companies with difficulty obtaining other types of guarantees;
  • Does not compromise the exporter’s credit limit;
  • There is no minimum export value;
  • There is no restriction of eligible products or services.

Coverage period

  • In the post-edge phase, SCE covers export operations with deadlines up to two years. In the pre-embarking phrase, it is 180 days.
