Last Friday, November 11, a debate was held with the candidates for the Cusco Regional Government, participated in the activity Edy Cuellar Y Werner Salcedo invited by him Regional Council of Deans of the Professional Associations of Cusco (Conrede).
After the debate, a fact did not go unnoticed, the presence of Albert Arenas, current mayor of St Geronimo Y former candidate to the provincial municipality of Cusco by the same party as Salcedo.
Despite being prohibited Arenas, in his capacity as acting mayor, participated in a proselytizing activity; and according to specialists, it would have violated the current electoral law.
After the first round of elections, Albert Arenas returned to acting mayor and, according to the Hieronymite alderman Hernandl Ticona, No suspension or license for Arenas would have been discussed in the Council, a fact that will aggravate the situation of the aforementioned authority.
According to Oscar Matuti, lawyer specializing in electoral issues, no authority or official may participate in public events or show signs of support or rejection of electoral candidates.
“Every public official has the obligation to be neutral in the context of the elections, this is contemplated in directives of the Comptroller, the electoral law itself and the guidelines of the National Elections Jury” Óscar Matutti told La República.
Matutti went further, and mentioned that the Comptroller of the Republic is empowered to investigate whether public funds were diverted to favor an electoral campaign, a fact that if proven would have criminal implications, such as the commission of the crime of embezzlement of use, —a practice usual in our country.
