In less than a month and a half after taking office, the mayor of Arequipa, Victor Hugo Rivera changed to the first trusted official. Through a statement, he announced that Carlos Andrade Paredes leaves the municipal management and in his place he appointed the former candidate for mayor of Yanahuara, Jose Augusto Arce Paredes.

According to his resume, he was also councilor of Yanahuara between the years 2011 to 2014, later served as attorney in the Municipality of Uchumayo in 2019 and in this same year and institution held the position of city manager.
