In Caracas, a new training day was developed with the Massive Popular Planning Plan, aimed at strengthening community management mechanisms in view of the National Popular Consultation scheduled for November 23, 2025; The meeting included training activities with community members from all over the country, with emphasis on the construction of territorial proposals from the organized bases.
During the activity, the Sectoral Vice President of Planning, Ricardo Menéndez, reported that “we are in a new training session in popular planning, today we had 22,400 people connected throughout the country and we have reached the accumulated figure of five million 862 thousand participants as a cumulative figure through the training of popular planning.”
Menéndez stressed that the community projects that will be nominated must be aligned with the Concrete Action Agenda of each commune, as part of the electoral organization process. “Each of the communes must define and organize which electoral centers are, this optimizes the democratic role of each commune.”
In parallel, the mayor of Caracas, Carmen Meléndez, announced the formation of the popular Caracas-La Guaira corridor, an initiative that seeks to articulate the productive proposals between both entities. “Here we see a pilot plan with the purpose of strengthening productive areas and moving towards self-sustainability.”
