The leadership of the MAS in the Assembly blocked the way to any citizen initiative to change the form of election of the magistrates of the Judicial Branch and summoned the members of the Supreme Electoral Tribunal (TSE) to accompany the elaboration of the steps that allow the convocation and the regulation of pre-selection of high judges of the country to be concluded.
“This group of jurists is pretending that this collection of signatures becomes a plebiscite, that it is going to be instrumentalized to be able to observe the management of the government of Luis Arce Catacora and it is not going to fulfill the function that they are claiming. They want to make us see that the collection of signatures is to change justice; but there is no reliable mechanism for change justice in the proposal of this group”, said the president of the Constitution commission of the Chamber of Deputies, Juan José Jauregui (MAS).
In September 2021 the group of lawyers called ‘independent jurists’ was formed, since then they have socialized their proposal for a reform to the choice of judges and on January 23 of this year the collection of signatures that seeks a referendum that modifies the Political Constitution of the State and the way in which magistrates are chosen. The masistas evicted any possibility that this initiative will succeed.
“We want to indicate to all the independent jurists in quotation marks, inviting them to they can participate as official observers in this stage of pre-selection of the candidates of the Judicial Branch; in that sense there is no need, at this time, to modify the Political Constitution of the State; at this moment we are not for that”, sentenced the former president of the Chamber of Deputies, Freddy Mamani.
His co-religionist Jauregui said that the previous meetings have already begun in the mixed Constitution commission, which will be in charge of preparing the regulations and the pre-selection of aspiring magistrates. The election of authorities of the Judicial Branch should be done this year.
“A meeting with the members of the Supreme Electoral Tribunal for the following week it is being programmed, to see the relevance of times that must be adjusted to the contents of the Electoral Regime law, we must not forget that it is the Supreme Electoral Tribunal that is going to carry out the electoral process, we in the stage of pre-selection we guarantee that until March we will already have the corresponding regulations”, said Jauregui.
Independent jurists welcomed the demands of the public for a profound change in the administration of justice. These claims reached the Interdisciplinary Group of Independent Experts (GIEI) who recommended the change in form of designation of authorities in the Judicial Branchnow it will be with the existing rules that are in question.
