Likewise, the working group, led by Congressman Hector Ventura (Popular Force), approved with 13 votes in favor and one abstention the document to denounce the former president for the alleged crime of collusion to the detriment of the State.
In the same way, the former Minister of Health was included in the report Maria Elizabeth Hinostroza and the former head of the Ministry of Economy and Finance (MEF) Marie Antoinette Alva.
In the document, read by Héctor Ventura, responsibility of former officials was found in five lines of investigation regarding: acquisition of rapid tests; negotiation, purchase, distribution and inoculation of vaccines Sinopharm; purchase and supplies of medical oxygen; deaths from COVID-19; and acquisition of metal structures, as well as equipment for the health sector in 2020.
“It has been corroborated, in the case of the line of investigation referring to the acquisition of evidence for the prevention and control of COVID-19, that (the Constitution) has been violated by putting the lives and integrity of citizens at risk by exposing the discarding of COVID-19 through rapid tests; that evidences a violation of its functions, powers and national health policy,” Ventura said at the commission’s session last Thursday.

Along the same lines, it was also recommended another constitutional accusation against the former head of the Ministry of Health (Minsa) Victor Zamora for the crime of omission or delay of functional acts by allowing government procurement of Martin Vizcarra.
On the other hand, it was considered that a decree was approved for the purchase of rapid tests, without considering current legal health regulations, which only allowed molecular as the only way to diagnose the disease. Now, the approved report will be forwarded to the Prosecutor’s Office to continue with the investigation and proceed to the criminal complaint.
