Stopping his numerous trips to provinces in the framework of an irregular “campaign” with a view to the general elections of 2026 – despite being disabled to hold public office for a period of 10 years – the former president Martín Vizcarra He must today attend the hearing in which it will be determined whether or not the request of the Prosecutor’s Office proceeds to impose a preventive detention for six months.
While the ex -president is not obliged to attend, he has anticipated that today he will be present at the hearing in which prosecutor Germán Juárez Atoche of the Special Lavo Jato team can, for 50 minutes, support his request so that preventive detention is imposed. The same time will have the former president’s defense to refute the application.
Vizcarra, remembered, is allegedly prosecuted for having received bribes from construction companies in the period in which he was regional governor of Moquegua between 2011 and 2014.
In this case, the former president could be sentenced up to 15 years in prison. At the moment, however, the process is in its oral phase.
Millionaire coimas
According to the tax hypothesis, the former regional governor would have received 2.3 million soles for the Lomas de Ilo projects and the Moquegua Hospital that were awarded during their management to the construction companies workínsa and ICCGSA.
To date Vizcarra has no restriction to travel to provinces or leave the country, nor does it meet specific rules of conduct. Prosecutor Juárez Atoche, meanwhile, considers that the risk of a leak is latent and that the former regional governor could ask for a political asylum. In response, this – in an attempt to overcome the preventive detention – has submitted two contracts that would prove their labor roots, but of companies that are already linked to him already his family, as Peru21 reported last weekend.
Meanwhile, Tuesday, before the Fourth Collegiate Criminal Court of the National Superior Court, the Public Ministry proved that there was an insistent exchange of telephone calls between Vizcarra and José Manuel Hernández – the intermediary for the payment of a bribe of the construction company ICCGSA of 1.3 million soles in exchange for the award of the works of the Moquegua hospital. Also, between this and Rafael Granados, ICCGSA manager, between March and April 2014. Prosecutor Osías Castañeda said that this documentation corroborates the confession of Hernández who, welcomed by effective collaboration, said it was after those calls that was completed the first payment to Vizcarra.
