The Special Electoral Jury of Lima Centro 2 (JEE Lima Centro 2) declared the candidacy for the Senate of Mario Vizcarra (Perú Primero) inadmissible due to having a final sentence for the crime of embezzlement corresponding to 2005. The party has two business days to correct the observation.
The sentence against Vizcarra was a suspended custodial sentence. It was consented to and executed. For this reason, in the sworn statement on his resume he stated that he is criminally rehabilitated. Despite this, the institution observed his application in compliance with Article 8 of the Organic Law of Elections (modified by Law No. 30717), a rule that prevents those who have convictions for intentional crimes, especially terrorism, advocacy of terrorism, drug trafficking, rape, collusion, embezzlement or corruption of officials from running for public office, even if they have been rehabilitated in some cases.
With that same argument, previously, the citizen Luis Miguel Caya Salazar had presented before the JEE of Lima Centro 1 an objection against the candidacy for the presidency, however, his request was rejected because he did not attach proof of payment of the electoral fee required by current regulations and he was given one day to correct said omission.
The Special Electoral Jury based its decision on article 38 of the Regulations for the Registration of Formulas and Lists of Candidates for the 2026 General Elections, which establishes that all objections must be presented duly substantiated and accompanied by the payment of the electoral fee equivalent to 1 UIT (S/ 5,350).
Peru First: JEE Lima Centro also observed the candidacy of other candidates
The rejection of the registration request was extended to the candidacy of the other members of the list to the Senate.
One of them was Gustavo Flores Haboud, who indicated that he has a final sentence from 2015 for the crime of driving while intoxicated, with reservation of ruling and sentence served. However, he presented an incomplete file number, which prevented the authority from verifying this.
On the other hand, Adela Córdova’s candidacy was observed because she did not attach the unpaid license from her work as head of the Piura Assistance Network and as head of legal advice at the same institution. The nominations of Miriam Morales Córdova and Juan Escriba Palomino were observed due to the absence of the same document.
Certain inconsistencies were also noted in the sworn declarations of consent to participate in the 2026 General Elections of the candidates Alicia Jessica Vargas Senisse, Jackeline Flores Flores and Jesús Augusto Camarena Landeo. In all three cases it is noted that they do not have a fingerprint or signature.
Adding to this, in the case of the candidate Aristóteles Álvarez López it was noted that he did not indicate the position for which he is applying.
Meanwhile, the candidate Delia Montero Jiménez in the position was alerted that her sworn statement was signed on December 18,
2025; However, on the date on which the information in your DJHV was completed in the computer system, the date has not been recorded.
Regarding these last cases, the JEE specified that the completion of the resume “must be with the correct data, including the fingerprint and signature indicated by the Regulation, so the political organization must attach the sworn declaration of the candidates in question with the missing data, in order to correct the observations made.”
