Mario Lama clarifies that more than 16,000 doctors will receive a salary increase if the CMD signs an agreement with the government

The director of the National Health Service (SNS), doctor Mario Lamaclarified this Saturday that more than 16,000 doctors will receive the salary increase in January if the agreement between the government and the Dominican Medical College (CMD).

The agreement must be signed between the government and the CMD before December 31, 2024 for the increase to be effective as of January 1, 2025.

The official also reported that the 500 doctors who are slightly above the base salary will also receive an increase until they reach the salary established in the SNS.

In addition, he said that doctors will then receive the full 10% increase in July and 5% in January 2026.

«More than 16,000 doctors will receive the salary increase in January if the signing with the CMD occurs. About 500 doctors are slightly above the base salary. Agreement between the Government and the CMD

The government of the Dominican Republic is committed to the Dominican Medical College in:

1) Make a salary increase for doctors in healthcare functions of 25%, which will be applied as follows: 10% in January 2025, 10% in July 2025 on the increase applied in the month of January, and 5% in January 2026, on the increase applied in the month of July.

The increase applies to doctors from the National Health Service (SNS), Ministry of Public Health, Self-Managed Hospitals, 911 and CONAPE, who are performing healthcare functions regardless of the number of appointments as healthcare doctors they hold. This increase will be applied to the base salary established for the position held.

Paragraph: The parties agree that a commission will be created made up of the Minister of Public Health, the Minister of Labor, the Director of Budget, the Director of Pensions and Retirements and the Dominican Medical College, for the purposes of evaluating the proposal of the Medical College regarding to salary compensation according to the law, of retired doctors. This commission will meet between January 15 and 31, 2025.

2) Continue the construction of the Jacobo Majluta apartments in the doctors’ residential area.

3) Carry out salary leveling of COVID doctors in accordance with the current NHS salary scale for general practitioners.

4) Carry out salary leveling for doctors of the Ministry of Public Health, whose position is linked to collective health programs and assistance services.

5) Recognize the right to a pension under Law 414-98, complying with the parameters indicated there, for healthcare doctors who work in self-management hospitals, SEMMA hospitals and doctors who have acquired rights to retire at the time of retirement. the creation of the ARL today IDOPPRIL, with the last salary earned and the incentives applied reflected in their payroll, at the time of pension such as distance, teaching and seniority, excluding productivity incentives.

6) Increase the Incentives for Border Zone distance from 20% to 30% and those for Non-Border distance from 10% to 15%. This increase will be applied from the payment corresponding to the month of January 2025.

7) Increase the Incentives for doctors in Intensivist positions from 10% to 20%. This increase will be applied from the payment corresponding to the month of January 2025.

8) Increase the Incentives for doctors in emergency positions from 10% to 20%. This increase will be applied from the payment corresponding to the month of January 2025.

9) Allocate 25 million pesos annually, at the time of the dispersion of the budget of the Ministry of Public Health, for the Institute of Social Welfare and Protection of the CMD (IPPS), so said institution will be subject to audits and financial supervision by of the competent bodies, such as the Comptroller General of the Republic and the Chamber of Accounts; in compliance with the legal provisions that govern the matter, which indicates that private individuals or legal entities and non-governmental organizations that collect, receive or administer public funds or resources, or benefit from exemptions or any other privilege, will be subject to the supervision of public funds. The audit and supervision referred to only has scope for the amount allocated as a donation by the State.

10) Apply seniority incentives to the base salary, to doctors with 15 or more years of service at the time of signing this agreement and who are working in the SNS. If you work in two or more establishments, you must demonstrate that you have worked concomitantly in each one for 15 years to apply for the incentive in both health establishments, on each base salary.

11) Apply seniority incentives to doctors with 15 or more years in service who meet the criteria for signing this agreement in self-managed hospitals.

12) Reduce the contribution to the special temporary health service plans of retired and retired doctors from 6.4% to 3.2%.

13) Guarantee the right for doctors to choose between the state ARS and the ARS CMD when they retire and retire, as long as they are in the ARS CMD at the time of retirement. Decree 644-24.

14) The improvement of several hospitals: Luis E Aybar Complex, Padre Billini Emergency, La Romana, San Cristóbal, Azua, among other hospitals.
