Mariano González: "“This Congress has made laws that favor criminal economies.”

Mariano González

He knows the president well, like Walter Gutiérrez and Jorge Nieto Montesinos. What would you suggest with a view to 2025?

Yes, in the political sphere and in that of the Lima Bar Association. In the final days of this Government, which has had a disastrous management, what is required is greater sincerity. There is no sincerity in this Government, not even in the handling of figures, and even less is there transparent management in the conduct of the president and her cabinet officials. The only thing that could help to have a suitable environment for the transition would be a wide base cabinet. But I think no one at this point would trust it anymore.

The electoral calendar almost forces us to be opposition.

And the Government has done everything necessary to make the credibility of the policy itself decline. Citizens today do not believe in politicians. He has lost confidence in the system because he feels that it is of no use to him. That’s serious.

There is a dead calm because of the holidays and the summer. But April 2025 is a sword of Damocles, because with the call for elections the vacancy clock is activated.

We are definitely already at the doors of an electoral process. Without a doubt this is going to imply that the same occasional allies that she has will become more distant. The groups in Congress that today support the president and her ministers are going to have to take a respectable distance.

The campaign began. There are missiles aimed at Francis Allison and Fernando Cillóniz. An investigation has been reopened against the latter.

Yes, I think we should engage in political criticism, in the debate of ideas, and leave aside personal attacks. The most important thing is that we find consensus. The country requires us to agree, even those of us who think differently.

Look: ‘Chibolín’ will spend Christmas and New Year in jail after second prison order

They have republished the complaint from 2017. He would have signed fictitious contracts with Odebrecht to then contribute to the PPK campaign.

It was a judicial hypothesis that the Public Ministry had. During the investigation, this hypothesis was completely ruled out both by the versions of the collaborators and by the tax work. It was determined both in the first and second instance that there was no irregular situation and even less a criminal act. I myself promoted the lifting of my parliamentary immunity so that prosecutors can do their job. And so it happened. For this reason, the case was definitively archived and dismissed.

Is the issue revived by the campaign?

It is a totally political issue. Some sectors want to promote their own candidate.

April will be the cruelest month; but Congress also has no legitimacy.

They have destroyed the little credibility that politics had. This Congress has made laws that favor criminal economies.

They legislate for crime. How to request the death penalty and at the same time repeal preliminary detention without flagrancy?

The issue of the death penalty has been “raised” by the president as a smokescreen, but deep down the thing is to talk about such alarming changes, in order not to change anything.

“SHE HAD DOUBTS”

Another contradiction. With so much crime, police officers like Colchado and Lozano are discharged.

There is a really serious situation in this measure of dismissing officers like Harvey Colchado and Walter Lozano. They are officers who have a service record of achievements. They have participated in very important captures, including Artemio. They have worked on the cases of Eteco, Lunarejo, Orellana and Cuellos Blancos. Just as they have fought against organized crime and drug trafficking, they have also fought against corruption in power. And that has generated this measure, which is a retaliation.

An unintelligent retaliation. They have been able to relocate them to illegal mining, drug trafficking, hitmen…

And they already have experience in organized crime. Legal pretexts are practically legislated. They had very good qualifications, they have worked under a lot of pressure and in agreements with international intelligence agencies. And they had every right and possibility to continue their career and be generals. They are very prepared people.

I understand that they are going to go to the Inter-American Commission on Human Rights.

I understand that, through their lawyers, they are going to initially resort to domestic jurisdiction. And later also, if necessary, to international bodies.

But they say that there are five parties that they want on their list quilting.

That is part of a speculation. He will be the one who makes the decisions. Beyond the difficult situation that has arisen as a result of his retirement, it should lead us to reflect on respect for institutions.

Isn’t your party making people fall in love? quilting?

Not at all.

We are not here to waste police, but the Government, absurdly, could end up creating its own political nemesis.

What the Lord does quilting regarding his public life will be up to him. But this implies an offense against the institutionality of the Police and this reflects a retaliation directly from Dina Boluarte. All the others who have intervened, both the Minister of the Interior and the Commander General, have been simple articulators of a decision by Dina Boluarte.

The Minister of the Interior has already fulfilled his role. He hasn’t realized that this makes him expendable.

And this comes from behind. Castillo expressed that his two main enemies in the Police were Jorge Angulo, who has already left, and Harvey Colchado, who is already one foot away from leaving. But I think that not even Pedro Castillo dared to do that.

You are in the president’s witchcraft doll. ¿Dina Boluarte Is he with the ‘dolls’?

Yes, I learned that I am on the voodoo list. I think that this dose of evil, of doing witchcraft, has a special connotation in our country. It’s not just any witchcraft; That voodoo doll obviously expresses hatred or resentment.

Do you hold a grudge against Alberto Otárola?

At all. The issue is not personal, but political. Both the Otárola era and the Adrianzén era have been harmful to the country, not only because of the management of public affairs, but also because of the protests. There is an absence of leadership in the fight against insecurity.

Speaking of witchcraft, what will happen in 2025?

What is certain is that those forces that today support Dina Boluarte They are going to leave her alone. Hopefully the Christmas spirit will help us reflect on making an effort to build spaces of consensus and programmatic alliances.

Will you make alliances with any other candidates?

Not yet. But with a view to 2025, the responsible thing is to create a great social front that does not exclude anyone, except those who are in favor of crime.

Will security be your workhorse in 2026? A special anti-crime team?

Definitely. More than an Eficcop or a Diviac, we need to have a great army of men and women fighting against crime. The entire intelligence system must be dedicated to fighting insecurity, from the DINI to financial intelligence. The only thing missing is leadership and having the conviction that our country will only be ordered with the firmest possible hand, a heavy hand if you want.

A Diviac for citizen security?

It is necessary to have a sufficiently prepared intelligence team and create a legal framework so that our police officers can act with protection protocols, more for themselves than for criminals. This same Government has implemented protocols that have been much more beneficial for the criminals themselves. We need operational intelligence groups that can act quickly and with the support of the first judiciary. If the president understood what we were talking about, she herself should be giving political support to the intelligence entities. We have a very well-prepared team behind us, mainly in security. For this we are not going to improvise. I greatly respect other candidates who talk about security without knowing the subject.

Like which ones? Enthusiasm is not enough…

In general. But beyond enthusiasm, what is required is to know how our system works; respect the institutionality of our Police and Armed Forces. We need a major reform in the justice administration system. They have to administer justice without looking at who is in charge. Justice must be depoliticized and politics dejudicialized. Leadership is required from the Government so that other bodies fulfill their role. There is an absence of leadership from the president and evident ignorance of who exercises the premiership.

If he had been Minister of the Interior of BoluarteWhat would you have done in your first 100 days?

In isolation, an Interior Minister cannot articulate alone. All security and intelligence sectors are required to be involved. But there is a sector that is going through trouble and needs big changes: the justice sector. We need to have a different prison policy. A prison policy that is as tough as possible is needed. That those who have committed serious crimes do not have the same treatment as primary offenders. These criminal gangs have to be treated with the maximum rigor that the rule of law allows.

Why do the Police allow so many escapees in the presidential environment?

Obviously, there is a very permissive policy on the part of the Government. In the absence of leadership, these crooks are making a show of it and with the consent of some people in different sectors. Separating things, what Nicanor Boluarte should do is get right.

Few remembered the coup of December 7.

It was a political struggle that, in our case, started from within. We were the first to defend constitutional succession, that is, to assume Dina Boluarte; She had doubts. But when we saw that he did not have the ability to drive, we said that a transition cabinet was necessary and that he should go home. Unfortunately, with the support of some people it remained there, and now we suffer from this very unfortunate situation for our country.

Who made her change her mind?

Otárola, without a doubt. God knows what interests kept Mrs. Boluarte in a state of dependence on him. And once he left the Government, it generated a situation of greater crisis.

Otárola ruled and she was anesthetized?

I think so. This responsibility for the abandonment of office and the power vacuum that occurred, without a doubt, could even be a constitutional violation. It is not only with her, it is with his entire cabinet, where Otárola was the premier. It would be crazy to pretend that she did all this alone.

“Vizcarra must be getting ready to go to prison”

Will there be more former presidents in prison? Two are expected to be convicted in the coming months.

In the summer Ollanta Humala and Nadine Heredia will be sentenced. But, above all, Martín Vizcarra Cornejo will receive the full weight of the law; He is going to be condemned, I have no doubt. It is a political fraud in essence. It does a lot of damage to politics in the country. Many people defend him by saying that it doesn’t matter that he stole. He is a generator of hate, a representative of anti. And that must not happen again. That man has to be condemned.

These convictions would change the axis of the campaign.

Just as there are several pre-candidates who have left the campaign, Vizcarra will not only leave the campaign, Vizcarra must be getting ready to go to prison, where he should be. And it’s not resentment. Whoever commits a crime, who steals from the country, who steals from the system must receive what they deserve.

Are they going to have to expand the Diroes headquarters? Do venusterios?

They are going to have to build a new pavilion and hopefully the women’s pavilion will not be inaugurated.
