In an interview with Correo, the former candidate for regional governor of Tacna for the Frente Esperanza por Tacna (FE) movement Marco Limachi Alanoca maintains that certain councilors of his party have disappointed the expectations of the population and that progress in the Regional Government is null.
What do you think of the regional management in these two years?
In relation to the Regional Government, my big question and that of civil society is what is the emblematic work that the Regional Government led by the governor can show today, I do not see any, the majority of works that are being completed are of drag, I don’t see any positive results, but I see advertisement after advertisement and nothing concrete.
What towing works can you mention?
For example, the Auza Arce school that worries me, I spoke with the parents, the contract has been resolved, it has problems, I don’t know how they plan to solve it, the start of the school year is coming again and it is a serious problem. I don’t see other works, the Regional Government has to focus on a macro level, projects with regional and national impact. They announce the Tacna – Collpa road, which is under arbitration, but it has been going on for several years and corresponds to the Ministry of Transportation; The double track to Boca del Río is not new, it comes from years ago and is also from the MTC.
Who do you think is responsible for this delay?
I think that Don Lucho Torres, or as they call him ‘el gordito’, is a good guy, he is a politician, he knows how to move, but I think the big problem is his technical team, they must be shaken off. He says that we are in fourth place in spending execution and announces it with applause, but I must reveal to the people of Tacna that their planner is deceiving them, we have more than 200 million soles of budget for fiscal year 2023 that has not been incorporated into the balance balance, if they incorporate that budget we would be in second to last place, that is a deception to the governor and the people of Tacna, first you must vote for that planner and his managers who are not helping you govern.
And what can you say about the hospital’s work?
It is currently paralyzed, they have resolved the contract, the company has won the arbitration, however this is another irresponsibility of its technical team, the work is paralyzed but this management has spent almost 7 million soles on supervision, organization and other components, Enter Friendly Consultation and there you can verify this, it is a pointless expense because now they are signing an agreement with the Ministry of Health to transfer the administrative responsibility for its execution, however the GRT without having authorization has spent 7 million, that is embezzlement of funds.
FE had four advisors, what happened to them?
Unfortunately, Congress with this intention of eliminating the movements practically automatically has meant that our district and provincial leaders, including the current councilors, have had to make their own decisions, some of them taking shelter in some parties, others still maintain their position, I believe. that Congress is mainly responsible for having torn apart various leaders in different places, such as ours.
Who were your advisors?
Well there is (Manuel) Mori, there is Mr. (Aldo) Ticona, Mr. (Yancarlo) Acero and (Juan) Ramos, they are advisors of the FE movement. I believe that each one in their own space has been responding, but today I can understand that each one sometimes, ‘faces we see, hearts we don’t know’, choose to look after their interests and it is a disappointment, I have asked for forgiveness from the people of Tacna for having, I will not say all, miserable people who in the end did not know how to respond to the expectations of the population, I hope this serves as a reflection for all politicians to know how to choose who we put in each space.
What position will you run for in 2026?
Right now Congress is still trying to eliminate the regional movements, there is a reconsideration, I imagine that today in the next few days it will be defined, as long as we are not clear about the electoral rules it is very difficult to make a decision so we are waiting.
