Mamani reveals that Arce will appoint an interim Comptroller until Monday

The Government admitted that the mandate of the current Comptroller General of the State, Henry Ara ends on July 1 and given the impossibility of designating his replacement from the Assembly, the Government decided to appoint an interim in the following daysrevealed the president of the Chamber of Deputies, Freddy Mamani.

“On Monday our brother president (Luis Arce), as corresponds to the regulations that allow him, appoint an interim authority, because we cannot be without an authority on this subject”, said Freddy Mamani at a press conference.

Henry Lucas Ara Pérez is a lawyer from Cochabamba who on July 1, 2016 was sworn in as State Comptroller General and was sworn in by the then vice president, Álvaro García Linera. He was elected in the Assembly with 102 votes and that mandate expires this Friday.

He was singled out at that time for belonging to the ranks of the MAS because he was a legal adviser to the Treasury Commission of the Chamber of Deputies, whose president was the deputy Gabriel Herbas (MAS). Precisely, Ara Pérez succeeded the deputy Herbas,who had been appointed by the Executive by Evo Morales through Decree 290 of September 2009.

The president of the deputies said that the times will not be enough for the appointment of a Comptroller from the Assemblyalthough the process will continue, but that the president can appoint an interim, backed by the Political Constitution of the State (CPE).

Article 172 of the Magna Carta establishes the prerogatives that the President has and one of them is to designate the Comptroller from a short list that must be raised by the Assembly.

“To appoint, from among the lists proposed by the Plurinational Legislative Assembly, to the Comptroller or the Comptroller General of the Stateto the President of the Central Bank of Bolivia, to the highest authority of the Regulatory Body for Banks and Financial Entities, and to the Presidents of entities with an economic and social function in which the State intervenes”, states the paragraph 15 of this article.

In this way, the mixed commission of Economic Planning will be able to take some time before appointing a Comptroller.
